(TEMPORARY ONE-WAY TRAFFIC) (TEMPORARY SPEED RESTRICTION) (TEMPORARY URBAN CLEARWAY) (TEMPORARY PROHIBITION OF DRIVING) ORDER 2010
NOTICE IS HEREBY GIVEN that the Lancashire County Council have made an Order under Section 16A of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit any motor vehicle or cycle from proceeding over that length of in a northerly direction over that length of Clitheroe Rd, Sabden, from its junction with A59 to its
junction with Whalley Rd, Sabden, a distance of 4300 metres, in the Borough of Ribble Valley.
An alternative route for vehicular traffic and cyclists affected by the closure is via: - For northbound traffic directed via Whalley Rd to signed diversion route.
AND FURTHER, during the period of the said restriction, a temporaiy speed limit will be in operation, ■ the effect of which will be to prohibit any motor vehicle or cycle froni proceeding at a speed exceeding 30mph over that same length of Clitheroe Rd, Sabden, from its junct'on with A59 to its junction with Whalley Rd for the same period.
AND FURTHER, during the period of the said restrictions, a lemporaiy urban clearway will also be in operation, the effect of which will be to prohibit any motor vehicle or cycle from slopping over that same length of Clitheroe Rd, Sabden, from its junction with A59 lo its junction with Whalley Rd. Exemptions lo the no stopping restriction apply when the person in control of the vehicle:
i) is required to stop by a police officer in uniform; ii) is obliged lo stop In order lo avoid an accident; ili) is prevented from proceeding by circumstances outside his control.
Stopping will also be allowed for' so long as may be necessary to allow a person to board or alight from the vehicle and for the purposes of a local authonty, a public/statuloiy authonty or the emergency services, in pursuance of statutory powers or duties. .
Access will be maintained for residents and will be controlled by Police at all times. The Police, Fire and.. Ambulance Services have been informed; The . temporary prohibition is necessary for highway safehy due lo Halloween activities on Pendie Hill.
The prohibition will be operative from 1700 hours on Saturday 30 October 2010 until 0300 hours Monday 1 November 2010.
