iTHERE has been much talk recently tiy’the Liberal Democrat campaigners':
}about the traffic calming measures ■that are badly needed for the Woone Lane - West View areas of Clitheroe. v In these areas - and particularly -Woone Lane where the residents have; to constantly endure the menace and dangers of speeding motorists rr. artic ulated HGV traffic, with cars, buses and wagons are using the roads as a rat-run. Having talked to one of the cam
paigners a t length about the subject; and having sent a lengthy e-mail to. one of the councillors, but receiving no reply, I feel I really must speak out and comment on what they intend doing. They seem to taking a blinkered,
view of the problem, and are only will ing to ask Lancashire County Council for the introduction of a 20 m.p.h. speed limit in the affected areas. . I should point out th a t such a rec
ommendation has already been ma'de by Lancashire County Council itself, after the adoption last year of such a scheme in the Standen Road area of Clitheroe - a fact already reported last year by your newspaper. ■ Everyone knows tha t a speed limit
.. -
is only effective if it is policed continu ally - hence the speed camera on the inner bypass! The large volume of traffic which
uses the affected roads already ignores the present speed limit of 30 m.p.h., so why do the Liberal Democrats think motorists will obey a 20 m.p.h. limit instead? Instead of spending public money
on things th a t have been proven inef fective and not to work, may I suggest an alternative?

Background to the cairn on Pendle
■ WITH reference to the report*on the Scout Cairn on Pendle, I should like, at the outset, to confirm th a t Scouting interests in Clitheroe have been con sulted by officers of the Lancashire Countryside Service regarding the re positioning of the cairn and are satis fied both with the construction itself and the fact th a t i t can still he seen clearly from Clitheroe, if n o t from Downham. The Scout Executive, after resisting
all requests for this change for a good number of years, finally acquiesced on account of the original structure begin ning to fall into a state of disrepair and
ithat the then Lord Clitheroe was not consulted and in agreement. After all, he had been president of the Scout: District for more than 40 years and , Mr Westhead, a prime architect of the scheme, had been chairman for much - of this time and an active member of the Scout Executive over the same 40
years. Of course i t is unlikely that, there
would be anything in writing one way. or the other. By way of a postscript, let us con-:

EU membership as a punishment for sup porting the Americans. The chief con spirators made for unlikely bedfellows - a hotch-potch of. Cmnmunist, Green and UK Independence Party MEPs. - > Derailing enlargement would have pro
duced an unthinkable political crisis across Europe.’Moreover, it would have betrayed everything Europe stands for - the democratic right of member countries to express their opinions. Though the move did not succeed,' it illustrated how the war has deeply divided Europe. The damage will not be easily repaired. But
Jim repair it we must. Quite simply, EU member states have >
too much in common and are too closely tied economically to allow our current differences to fester indefinitely. That would be a recipe for disaster, especially as we are about to embark on a new era with 10 new countries in our ranks. • Equally, we must seek to heal the
transatlantic-divide opened up by the -war; Europe and America always do bet ter working together as partners, not rivals, to create a more peaceful and pros perous world. Even in the present febrile atmosphere; I hope that common sense - and mutual self-interest - will eventually prevail.

traffic outside being a problem when listening to the film inside. So you can imagine the sound levels for residents when the building is used for. nonconforming uses. - As for whotoe council consults, and when a decision'will be considered, I have the follow
ing obseirvations:- Consultees will always be, first, those at
adjoining or opposite properties; however, any points raised by others will no doubt be of value and taken on board. This is still the consultation period, so
early days as to when a decision can be arrived at, b u t be warned as government edict insists that more planning applications must be determined by officers, and so there is no guarantee that this one will surface at a planning committee (but for common sense reasons alone, i t is likely that it will!).

incorrect, I believe I REFER to the report regarding the Scout Cairn, Pendle, in the Advertiser and Times of April 17th and quote: “However no permis sion was obtained by the Scouts to build i t . .” This is, in my opinion, totally incorrect. The officers of the District Scout Council a t the time the cairn was considered were: Lord Clitheroe, president; Mr Stanley Westhead, chairman; M r John Clayton, secretary. ‘ The president; Lord Clitheroe (the present
Lord Clitheroe’s father) and indeed all the officers were aware of and fully suppported the building of the cairn. To say that permis sion was not sought is an unfortunate reflec tion on
