Cat is out of bag on homes planning


TH E cat is now out of the planning bag. Ribble Valley council­


lors are having to be very careful with decisions on housebuilding or, they fear, their power to make them will be removed by the Government! Whether there is any evi­


dence of such a threat is not quite clear. But there was general agreement with at least the possibility of power loss when it was expressed at a meeting of the Planning and Develop­ ment Committee last week. Members were faced with a very familiar situation.


Residents could not under­ stand why a plan for quali­ ty private housing on the Barker’s Garden Centre site could not be allowed. The reason is that, on one view at any rate, the council has been a bit naughty. Its deci-

sions have meant that there is at least the potential for 57% more dwellings being built than policy allows. So far, the figure has crept up to 21%.


The actual figures show


that 2,912 dwellings have been created since 1991 and there is permission for a fur­ ther 866 likely to be built by 2016.


This makes 3,778 against


a policy number of 2400. The Government examines everything the council does.


With reorganisation likely in a few years, the minds of all concerned are pretty concentrated on keeping to the rules! The council is keen to


show commitment to meet­ ing identified needs, afford­


able housing being a key one.


Now everyone is waiting


to see if an appeal is submit­ ted on the Barker’s site refusal decision. • The latest figures show


that 81 % of Valley homes are owner-occupied, 11% rented from a private land­ lord and nearly 8% rented from the council. There are 700 unoccupied dwellings in private ownership. The council is emphasis­


ing that few in any bor­ oughs in the country have as high a proportion of highly-qualified, high-earn­ ing residents. Many are incomers valu­


ing the quality of life - and increasing the price of Val­ ley housing.
