It claims that' not only are some people contemplat ing legal action against the company, others are examining the Human Rights Act.

Mr Ian Sutheran reviews the range of measures being adopted and suggests that because of the efforts made, the company, which employs 420 people directly and supports a considerable number of local contractors, deserves a positive and supportive line. Mr Sutheran frankly admits that
the introduction of Cemfuel to the works had a consultation procedure which "proved to be inadequate in light of later events." , This was a decade ago and the com
pany has learned from the experience, says Mr Sutheran. "I believe the com pany is now known as one that will consult widely and fully with commu nity representatives and with the com munity itself." ■ Air quality in the Ribble Valley con tinues to meet standards which are not due to come into effect until 2005, emphasises Mr Sutheran. He reminds councillors that Castle Cement has improved the quality of monitoring by providing the council with a unit at Waddington costing £50,000 and pay ing the running costs. All-round environmental improve
ments include using rail transport for up to 3,000 tonnes of coal a week and 1,000 tonnes a month of iron oxide. The possibility of sending out cement by rail is kept under review....... . Mr Sutheran says that the wet kilns
