Critical report has been modified to ‘good’ after council challenge

AN unfavourable report on local regeneration and planning services has been modified. The Best Value Inspec
torate initially dubbed Rib ble Valley Borough Coun cil's work in these fields "fair" and said that it would not improve. The council challenged this
preliminary view and the two women inspectors from th e Audit Commission reconsid
ered th e i r findings, tak in g points made by th e council into account. They now say that regener
ation and planning policy in the borough is a "good two- star service." The partnerships in which
both aspects of work are involved are well regarded and appear to be having an impact.. The services are responsive and th is is appreciated by cus tomers. But a rep o r t to tonight's
meeting of the council's Plan ning and Development Com m i t te e p o in ts o u t th a t th e earlier "unlikely-to-improve
verdict" judgement had not been altered and still stood. The inspectors say th a t ,
although staff are committed to improvement, there are weaknesses in th e process devised for ensuring best value and plans are short term and insufficiently challenging. The inspectors want the
