during Tuesday night between 6-45 p.m. and a.m., and the police are appealing to anyone being alerted or disturbed by sus picious noise and activity.

Planning and Development Committee is being recom

mended to refuse two appli cations for business use of |. former agricultural build

ings. The Highways Agency

has used its power to direct the council to turn down the conversion of a farm complex at Home Farm, Gisburn Road, Gisburn. But officials would have recommended this in any case. At Backridge Farm,

Twitter Lane, Waddington, the plan would involve making three disused build ings into business space. A candlemaker may wish to use the two smaller ones, but otherwise the plan is speculative. However, here too, road safety issues have led to the refusal recom mendation. The Highways Agency is

against the Gisburn plan because of the narrowness of the A59 a t the entry point - there would be no room for other traffic to pass vehicles waiting to

turn in. Although the agency says

this view could alter if a "ghost" island could be cre ated, council officials feel that the proposal is outside

the guidelines because it involves a substantial amount of new building. Such developments must be within a settlement bound ary, but this one is a mile from Gisburn. Compelling reasons only could allow departure from this and there are none. The officials again point

(Clitheroe), leader of the Liberal opposition which ran the council until two years ago, said that the low local increase was a result of careful planning of res ources and services. The council had avoided "yo-yo" budgets, he pointed out. • Coun. Jones is stand

ing down as leader of his party group on the council after having the responsibil ity for 10 years. Tributes were paid to his work by the Mayor, Coun. Chris Holtom, Coun. Redpath and Liberal colleague Coun. Stephen Sutcliffe.

out th a t policy does not mean that redundant farm buildings should be reused to avoid them decaying. As a planning inspector recent ly commented, barns and other agricultural struc tures in various stages of dereliction are not unusual in the countryside At Waddington, no exter

nal alterations would be needed and the appearance of the area would not be adversely affected. Howev er, the sightlines a t r the entrance are insufficient and much less than the county's highway officials require. A report to the Planning

direct to abattoir, although the Ribble Valley’s Rose County Foods premises in Sawley has been authorised to take such animals. He added: "Some farmers are being given special licences to take their animals from their farm direct to slaugh ter. While this is happening in parts of Lancashire such as the Rossendale Valley, the Fylde area and in South-West Lancashire, our restricted status makes it unlikely to happen here until the Government's advisers are able to confirm that foot and mouth, which can take up to two weeks to incubate, has been fully contained." Said Stirk House propri

and Development Commit tee says that while the eco nomic benefits of the scheme to the area and to the farm itself are appreci ated, they did not outweigh the harm to road safety that the proposals would gener ate.

etor Mr Malcolm Weaving: "With all the Ribhle Val ley's footpaths now closed to the public, the party can celled. The loss of this book ing cost us somewhere in the region of £8,000. We were also expecting a full house over Easter as we are used by a holiday company spe cialising in rambling breaks. Now the company has can celled all its bookings with us indefinitely, but we are not going to be defeated. Instead, with restrictions on travelling in the Ribble Val ley, we are now planning an Easter entertainment pro gramme to cheer up every one in the Ribhle Valley."

• AMONG the events planned for this weekend to fall victim to the foot and mouth crisis are Clitheroe Motor Club's Holden Rally. The event, which starts in Blackburn and tours the Ribble Valley to finish at the Well Springs, Sabden, is off. Also postponed is a pro duction of the farce "Don't Just Lie There, Say Some thing" by Bolton-by-Bow- land Amateur Dramatic Group.
