Right: Pascal Radue is the CEO of GE Hydro Solutions and has been passionately interested in renewable energy for many years. He joined the industry to actively contribute to a more de-carbonised world and says that real, significant change is needed to mitigate the long- term effects of climate change. We, as the hydropower industry, he says, can help


President in 2013. I am currently dedicated to the implementation of a series of measures to resume the development and implementation of HPPs in Brazil, through a collaborative platform with many members of the Brazilian hydropower value chain. To me it is an honor to contribute to IHA and to help pave the way to advancing sustainable hydropower at a global level. With my experience I can also bring the Brazilian perspective of a country with 66% of its installed capacity based on socially and environmentally responsible hydropower. My work in Brazil has given me experience in dealing with social and environmental compliance, GHG emissions, financing, communications, certifications, institutional relations, project design and implementation, EPC contract negotiations, and corporate management.


Opportunities and challenges in South America The main opportunity and challenge we are facing, at the same time, is to resume the offer of projects for concession in Brazil. The country stopped implementing new big HPPs in 2019. The reasons behind this include: ● The evolution of other REN sources (such as wind and solar), which are cheaper and easier to implement today, but at the same time can´t deliver the same attributes and services to the system.


● The recognition of these attributes and services, and the correct pricing of these in the power auctions to contract power in the long term.


This has resulted in a lack of projects being prepared for concession auction in the power auctions. The basic design and social and environmental studies required for investors/operators to be able to bid in power auctions can take up to three to four years to be prepared, with an investment of US$5-10 million each. At the same time concession contracts and long-term power purchase agreements are also required.


Key lessons Having been able to help implement the many projects I mentioned previously, and the fact that the biggest challenge is dealing with social issues - the “human factor” have been key lessons for me. Large projects in Brazil are implemented in remote regions where the state is not visibly present, and so the investor-operators have to become “the State”.


Memorable project My most memorable experience was being the implementation director of Itá hydropower project in the south of Brazil. There was a particular challenge of dealing with social movements in a political environment, while a completely new city for 5000 inhabitants had to be built. ●

I have been President and CEO of GE Hydro Solutions since the end of 2018. Prior to that, I spent 13 years with GE in Asia, where I most recently

led the APAC region for GE Steam Power. Ever since I started my professional life in 2001, I have had a passion for the energy industry and related projects in an international environment. I had been fascinated by renewables for many years before I joined GE’s Hydro Solutions. One of the key reasons I joined this business was so that I could actively contribute to a more de-carbonised world. I believe that being able to align your professional life with your personal belief is motivating and satisfying.


Election to the IHA Board “In rivers, the water that you touch is the last of what has passed and the first of that which comes; so, with present time.” This sentence by Leonardo da Vinci has touched


me from my first day in the hydropower industry: using the power of water here and now, in our present, to shape the world of tomorrow. That’s how I see our joint mission as the board of the IHA. We all know, there are good reasons to believe in hydropower and in hydro storage as the technology that ensures the path to a decarbonised energy landscape. With all of this in mind, I would like our companies – and us as their representatives – to join forces. Only together, united under the umbrella of the IHA, will we be able to exert our influence on the public to shape a regulatory framework that addresses the needs of hydropower to the same extent as all other renewable energy sources.


Climate change Addressing climate change means to put water at the heart of climate policy makers. This is the goal I stand up for - as CEO of GE Hydro Solutions but above all as an individual. My family and I moved back to Europe in 2019. My wife and I spent a lot of time carefully organising our two sons’ new life. Finding the right house, the right school, enrolling them in the right kind of activities with the unique goal that all parents share: to ensure that our children can become happy, strong and autonomous adults. We all want the best possible future for our children. Yet, this future is now full of the dramatic uncertainties brought by climate change.
