INEQUALITY OF BRADFORD CAZ


I ask: is a Euro 6 diesel cleaner or a Euro 6 petrol? I am sorry but this comes across more as a witch hunt to demonise the private hire industry and give hackney carriages more leverage. The standards applied to hackney carriage and private hire should be the same for this C+ Clean Air Zone.


I have said in previous correspondence that whenever new laws are introduced that benefit drivers, it only applies to hackney carriage drivers, such as the use of bus lanes, and when laws are introduced that don’t benefit them it applies to both, such as the CAZ which is a prime example. Not to mention the fact that dedicated charge points in Bradford have “taxi only” signage which is for dedicated use for private hire vehicles as well.


Again I must say that I don’t have an issue with the Clean Air Zone. but more with the categories of compliance requirements for buses, hackney carriages and licensed private hire.


I am not sure if the Clean Air Zone is your remit or not but I must highlight the clear discrepancy in this C+ CAZ which Bradford Council has created and must ask you that this issue is formally recorded and if possible be called in and changed to reflect both hackney carriage and private hire in an equal light.


The issue that does need to be rectified by Bradford Council and Leeds City Council is to not have a “TAXI ONLY” sign at these charge points and to add PHVs or authorised vehicles or licensed vehicles. I see this as a major issue in the near future as Bradford Council and Leeds Cty Council are so keen on improving air quality but are not including licensed private hire in the air quality improvement schemes.

I hope that the DfT can help in addressing some of these concerns that have arisen in recent years with taxis/hackney carriages and licensed private hire vehicles as the reasons in the letter from Bradford Council quite clearly give the licensed private hire fraternity compliance requirements that all taxis and licensed PHVs must be petrol/hybrid only - with the only exception being the purpose built LEVC and WAVs which are also legally called taxis.


I hope the DfT will look into this and call in this decision if possible and change the specifications so both hackney carriages and licensed private hire vehicles are equally served.


Note: I have tried complaining about this to Bradford Council but the CAZ team say you need to make a complaint which is what I have done, however I seem to be going around in circles with them.
