NPHTA ACTIVITIES UPDATE GOVERNMENT BODY MEETINGS
NPHTA has also been in many meetings with the DfT, and Joint Air Quality Unit (JAQU) discussing CAZs and has been successful in the TfGM CAZ plan changing to a Clean Air Plan (CAP). A CAP is a non- charging scheme identifying vehicles that could benefit from funding to upgrade vehicles, instead of imposing daily charges.
Meanwhile, Bradford council’s scheme is still a huge worry since it only allows “some” Euro 6 exemptions, but not others! This is not only confusing, but it is not the government’s intention.
This has been reported, as was the original Sheffield CAZ for the very same reason - although the Sheffield scheme now allows Euro 6 exemptions.
NPHTA also raised a concern relating to the central charging platform: Why does the system not auto identify the days payable after entering the registration number?
Remember, all CAZs must be reviewed every three years, none of the schemes are long term!
BUS LANES FOR PRIVATE HIRE
NPHTA was asked by PA Consulting, to join a research team meeting to discuss how future traffic flow changes and road network development plans should be considered; what we need and what our concerns are. They sent some questions including:
“Imagine you are speaking to someone who has no prior experience or knowledge of the NPHTA or taxi industry, what are the most important things you feel should be considered when decisions are being made about transport networks and traffic management, thinking specifically from the perspective of taxi operators.”
NPHTA said:
“Any plan must consider accessibility and route planning for less able-bodied passengers who rely heavily on the services our industry provides. Where taxi and private hire vehicles are excluded from bus lanes, this places additional mileage, costs, and time to most trips, this causes frustration for drivers, operators, and passengers alike.”

As explained in the meeting, the difference between hackney carriage (taxi) and private hire is the way in which they can accept bookings; taxis being able to use ranks and be flagged down in their licensed areas, but once a passenger is on board, they are identical in the sense that they both have fare paying passengers on board and as such, should be able to make use of free flowing, efficient routes.
