Thanks to the NPHTA campaign last year, Transport for Greater Manchester (TfGM), has reduced its previous condition from minimum 70% light transmission, right down to 20%, but the change is delayed along with the Minimum Licensing Standards (MLS). Several other councils are also looking at this, but a minority are slow to catch up.


Wakefield council not only changed its tinted window policy to “manufactured standard glass” but it went above and beyond this by making it with immediate effect. NPHTA Director, David Lawrie, spoke at the committee meeting welcoming and congratulating the council on behalf of the local trade.

Please do get involved, this is a vital opportunity to have your say! At the same time, the IoL launched a survey on the very same subject to which we will be responding on your behalf for many reasons, not least of which being the DVSA points rule, which Leeds City Council has recently relaxed from seven points to nine points - a little better, but does it go far enough?

NPHTA has also been busy with consultation responses nationwide including: Northumberland, Cumbria, Blackpool, Herefordshire, and many more. It is a never-ending task, but that is why it is so

important to become a member, so that you have our support, our time, and our attention to detail, whilst giving you a much stronger voice. With all the changes coming your way, it really is vital to have that support!


Many of you consider consultations as a box ticking exercise and that the licensing teams, (departments and councillors) use this information to ascertain how their changes will affect you on the road and in practice. But they are far from that. If you do not answer, then how can they ever be expected to understand? They are asking for our views - tell them!


REGIONAL AND NATIONAL MEETINGS


As some of you know, the NPHTA is a member of the IoL since it is crucial that we are informed of changes. It is even more vital that the NPHTA explains your concerns to the councils in a setting where training and understanding is the key, how else will they hear of your issues and how their ideas are likely to affect you out there on the road?


NPHTA has highlighted several issues on a national scale with the IoL, including delays in issuing licences; the problems faced by needing two separate DBS checks, and many more. As a result, the IoL has written to Parliament to highlight the DBS concern, the shortened version reads:


“The requirements for a normal hackney carriage or private hire driver are that there is an enhanced DBS check, which includes a check of both the adult and children barred lists using the terms ‘other workforce’ and ‘taxi licensing.’


“For a licensed driver who does school contracts, a different DBS check is required. This results in the peculiar situation that a hackney carriage or private hire driver who might take children to school, must have two DBS checks, which is both an added expense and inconvenience.”


A huge thanks to the IoL for hearing the issues, taking them on board and taking the time to follow up on them.
