Furthermore the DfT Clean Air Zone framework, point 21 states:


21) To ensure a consistent approach on vehicles which frequently operate within the zone, taxis and private hire vehicles (PHVs) will be treated on an equivalent basis. Any local authority zone bringing in charging or licensing requirements for non-compliant taxis should also place similar requirements on non-compliant PHVs.


Obviously the Clean Air Zone framework has not been followed.


On one hand in this letter, Bradford Council is saying that the hackney carriage minimum compliance is Euro 6 and on the other hand it is saying the minimum compliance is Euro 5 petrol/hybrid in the same letter.


So when the CAZ came into play we find out Euro 6 hackney carriages from all around the country are exempt, but licensed private hire Euro 6 diesel vehicles are not, and not even licensed private hire vehicles that are Euro 6 petrol are exempt from charges.

Hackney carriage vehicle number 205 with registration number LO66 NWZ is a diesel Euro 6 standard vehicle and is exempt from Clean Air Zone charges.


Many other examples exist where private hire Euro VI vehicles are being charged and hackney carriage vehicles aren’t.


This is absolutely scandalous and unacceptable. How is a Diesel Euro 6 hackney carriage any cleaner than a petrol Euro 6 licensed private hire?


Although I have a hybrid vehicle myself, I cannot stop myself from showing my sheer discontent regarding the treatment of licensed private hire drivers and the requirement of having a full hybrid vehicle compared to hackney carriage licence holders requirement to have a Euro 6 diesel. - along with vans and buses Euro 6 requirement and allowing retrofitting, despite buses being available in a hybrid form.


No doubt Bradford Council will say that hackney carriage drivers have a limited choice of vehicles. However that is not entirely true, in some cities hackney carriages can be any type of vehicle; any- thing from an Audi to a Skoda to a Nissan.


To the contrary in Leeds, we have the same type of vehicles that can be licensed as private hire vehicles as well as hackney carriages and in some cases hackney carriages can be licensed with all kinds of different vehicle types - as is with the list that I have provided.

On the other hand, licensed private hire vehicle 10631, with registration GD17 EBV, has to pay a CAZ charge despite having a Euro 6 petrol vehicle.


Both vehicles are 4 seater passenger vehicles.
