GLASGOW PRIVATE HIRE DRIVER GETS SEVERE WARNING AFTER SPEEDING CONVICTION
A Glasgow private hire driver has been given a “severe” warning after he was caught speeding at 50mph in a 30 zone. Ebenezer Kissi was fined £190 and given four points on his licence following the incident in March
2021. Police Scotland flagged up the conviction, which had shown up during routine checks following Mr Kissi’s application, to a recent Glasgow licensing committee. However, councillors decided to grant the driver a three-year
extension to his licence but he was reprimanded after failing to report the conviction to the council. The driver said he hadn’t realised he had moved into a 30mph zone and wasn’t aware he needed to report the convictionl.
PLYMOUTH CABBIE FINED AFTER REFUSING TO TAKE CUSTOMER ON A JOURNEY WITHOUT CAUSE
A Plymouth taxi driver who admitted he refused to take a passenger has been ordered to pay more than £600. Mihai Viorescu, 46, appeared at Plymouth Magistrates' Court and pleaded guilty to refusing to drive when requested by a passenger. The court heard that Viorescu was working at a taxi rank in the Barbican in July 2022, when a
passenger, who was part of a Plymouth City Council testing operation, asked to be taken to Ernesettle.
The cabbie declined and was subsequently charged under section 53 of the Town and Police Clauses Act 1847, which states that any driver who refuses or neglects without reasonable excuse to drive a passenger within the city
boundaries is committing an offence. Viorescu, a taxi driver for 11 years, told the court the job had become so stressful that he now only drives his taxi in the day. He accepted he committed the offence but said it was out of character. Viorescu was fined £300, ordered to pay costs of £250 and a £120 victim surcharge.

said: ‘’We are aware that the police seized a licensed taxi over the weekend because the driver was not insured. We are working with the police and will complete our investigation as a matter of priority. “There is a clear requirement on licensed drivers to inform the council immediately of any change in their circumstances, insurance policy or provider. “Following our investigation, we will not hesitate to take whatever action necessary to
public safety and confidence in the licensed trade.”
