Happy July, readers! Yes, it is July... and for some totally unex- plained reason, the level of panic hitting us at the Association’s office by email and phone has reached ridiculous proportions. You all know that the House of Commons Select Committee on Transport took oral evi- dence in January and March; they have not reported back yet on their findings. They have not issued any notices whatsoever. The Parliamentary Under Secretary of State for Transport, Norman Baker, had advised the Committee that he had sent the issues up to the Law Commission for their consideration, and they have not issued any- thing in respect of their findings. The Depart- ment for Transport have clearly said that they have not issued anything in respect of the future of taxi licens- ing. And yet for some reason, all manner of

One website, rainyci-
tyripoff.blogspot.com, suggests that a “Nation- al Cab Act 2011” will be around at any moment; that the Select Commit- tee must publish their report by July 19th before the Parliamen- tary recess; and a Bill would clear the Com- mons before Christmas 2011 and come into force in 2012.
Oh, and that Act would also repeal section 16 of the Transport Act 1985, which they say would in effect delimit hackney carriages nationwide, and the purpose of this would be to remove the bur- den of surveys. Oh, and of course, all new hackney carriages and private hire vehicles would be required to pass Euro 5 emission standards.
It strikes us that it was the bringing in of sec- tion 16 which led to the need for unmet demand surveys in the first place, and the majority of councils deregulating. If section 16 is removed, then councils would be able to re-regulate again without doing surveys. There is surely a cer- tain illogicality in the claims made on this blogsite. But it doesn’t end there...
On the other side of loony land, there are strong rumours that the Government is going to remove the differences between hackney car- riage and private hire and have only one licence that would be for a “taxi” – which means that everybody could ply for hire, effec- tively destroying the hackney carriage and private hire industry in

one fell swoop. Perhaps it is just the length of time that has lapsed from March dur- ing which silence has been deafening, that has raised the panic level. But we can assure readers that whatever may come from the current inves- tigations, and what you may have read on the Red Tape blogsite, nothing is happening at this moment. Relax – continue to try and earn a living in these very difficult times – and as soon as any- thing does come up, you’ll certainly read about it on the front page of this paper. Oh, and I forgot to add that if the House of Commons Select Com- mittee really does have to publish their report by the 19th July, maybe somebody should tell them about this.
