As the construction sector includes our ownutilities and buried services sub-divisions these figures should be of particular interest to us all. Whilst the 97% of allworkplace fatalities being male should not be too much of a surprise, given that even with the rate at which things are changing with more females coming into the sector andworking on the frontline, the statistic about the older generation could and perhaps should be particularlyworrying. This of course begs the question,‘Whywould the olderworker be more likely to be involved in a fatal accident’?There could be several reasons (sorry boys but it has to be said).The first of course might be age, as much as 60 is supposed to be the new 40 it is not always the case, eyesight, hearing, reactions all play a part in keeping individuals and those around them safe. If something happens and it is not seen, heard or avoided quickly enough nasty things can occur. Itmay also be that ‘experience’might account for some of the mishaps that lead to a fatality. No matter howwell or often some individuals are trained in safety procedures, the correct methods ofworking and the rightway to handle product or equipment, there will always be those that have‘done this for more years than the safety guy has been alive and doing it this way has never caused an accident before’.This is not to say that inexperience of the newer younger element does not have the same or similar negative effect. The fact that figures year on year do seem to be dropping does indicate that perhaps the older generation are slowly but surely leaving the industry as they retire and the newer more recently trained generation is taking over and understanding that perhaps some of the‘old ways’are not all they are cracked up to be and that the training does in fact have a real impact on the ongoing safety record on site. Let us hope so!

COMPETENCY GUARANTEE


A further question in respect of training is ‘howdoes the industry guarantee that performance in the field is maintained over time’? There are aswe all knowmany training course that have to be undertaken to comply with various statutes, regulations and codes of practice, all of which by numerous training providers both large and small.Most, if not nowall are awarded on a cyclical basis where they must be renewed and updated every 3 or with some 5 years.This has not always been the case. One particular area of concern for many years was that of CCTV pipeline inspection where for as long as can be remembered once qualified an operator has not had to renew the qualification unless the employer has insisted on it.This has changed and nowall survey rig operators must hold the relevant qualifications for theManual of Sewer Condition Classification Edition 5 (MSCC5) and this must be renewed every 5 years to ensure that the operator retains competency in the operations, can offer high quality control and allowa register of who isworking in the sector. All such operators had to be qualified to the new certificate by April 2020. (Formore detail seeDrain Trader issue 268 August 2020 page 36). Of course one of the biggest problems here is that, unless the client is a major water company or regular user of the services of‘qualified operators’, the layman, Joe Public or users who only need these services on an irregular or emergency basiswould not knowa qualified operator froman unqualified one.Most operatorswould say that any information of this sort can be found (somewhere) on theirwebsite and is freely available to anyone thatwants to look at it. But realistically, who, when their drains are overflowing or their water supply is leaking actually takes
