News HSE Committee:
A hybrid meeting of the Committee took place in Brussels, format that will be standard this year. The sub-groups foundation started well, and the results of the meetings of the working groups on REACH, CLP, Sustainable by Design, Biocides and the Supply Chain Working Group were presented.
On REACH, the questionnaires for the Regulation public consultation and the public consultation on the “Essential Use Concept” were prepared and circulated to UEIL members to facilitate their participation. For members, it is the easiest and best way to influence decisions at EU level. The HSE Committee therefore encourages UEIL members to develop a template with written consultation questions to ease participation.
For CLP, the new hazard classes (EDs, PBTs, PMTs, etc.) and the new criteria were introduced. The group also clarified the classification obligations for mixtures and some complex substances and will discuss the impact of MOCS (more than one constituent substances) for base oils. Once the new CLP draft is published, we will reinforce UEIL’s concerns through position papers, inform on changes through one-pagers.
The Biocides Working Group reported on the idea of preparing a communication strategy to inform both end-users and regulators of the risks and benefits of biocides and the importance of cleaning metalworking fluid installations as a new project. This could improve end-user acceptance of metalworking fluids.
The Supply chain working group serves as a forum to exchange information on the economic situation. It reported on the shortage of basic oil supplies due to the war in Ukraine and the impact of the Chinese lockdown on chemicals availability.
The “Sustainable Products Initiative (SPI)”, repealing and replacing the Ecodesign Directive and targeting all product groups (chemicals, articles and mixtures) was discussed: among major issues of concerns for the Committee are the ‘Labelling & Digital Product Passport’, ‘Defined Circularity Requirements’, the definition of ‘Substances of Concern (SoC)’ (all substances posing a health risk are concerned) and
the search for policy coherence with horizontal and product-specific legislation.
Finally, the HSE committee has published position papers to communicate with stakeholders to reach a common understanding : on the essential use concept and on the classification of LiOH (both joint with ATIEL), on the new classification of boric acid, and on the multilingual foldable label. Papers on “General Risk Assessment” and on the “safe and sustainable by design” concept are also planned.
Sustainability Committee: We are pleased to announce the appointment of Markus Garb (FUCHS) as the new Chair of UEIL’s Sustainability Committee.
Markus Garb is the Vice President Sustainability and Chief Sustainability Officer at FUCHS PETROLUB SE. He is a passionate driver of sustainability standards in the lubricants industry. With an academic background in Mechanical Engineering, Markus began his professional career in the automation industry with experimental robotics in the area of baggage handling. Entering FUCHS in 2003, Markus has spent 16 years in Automotive Lubricants Product Management for FUCHS Schmierstoffe GmbH, starting with application-focused technical roles, first on engine oils, followed by transmission fluids and successively assuming management roles such as European and Global Product Manager Automotive. Since 2019, Markus Garb works for FUCHS Petrolub SE and in May 2020 he assumed the responsibility for sustainability activities of FUCHS company.
We would like to take this opportunity to thank our former Chair Christine Fuchs for her outstanding leadership over the last 2 years.
Markus will be participating as a panel speaker at the 26th ICIS World Base Oils and Lubricants Conference on 27th June; Getting Serious About Sustainability.
