quarter thinking that they can do more. For SMEs, the opinions are still divided – likely requiring further context and segmentation to establish clearer patterns.
IN CONCLUSION... We wanted to offer some food-for-thought by venturing a view on what this data may be telling us, to help industry players and the industry-at-large prepare for the future. Based on these survey findings, we recommend: • Setting measurable and meaningful goals, with supporting roadmaps of how to achieve those;
• Articulating “Lube Sustainability First Principles” based on shared fundamentals;
• Recognising the fact that sustainability is a capability, which requires dedicated, educated resources;
• Promoting collective action to create sustainability value pools across the lube value chain - to “grow the pie” before it is contested by market players;
• Engaging with leadership teams to catalyse action on sustainability.

Waste Framework Directive (WFD)
In the context of the revision of the Waste Framework Directive (WFD), the European Commission has commissioned a study to support the assessment of policy options to increase collection rates of lubricant and industrial oils. The consultations with stakeholders on the study started in April (via a questionnaire) and will aim to understand the drivers behind the lack of collection and regeneration rate of waste oils in Europe.
As a key actor of the regeneration industry, GEIR is engaging in the discussions by sharing our recommendations and feedback. We are also meeting with several MEPs to present our industry and highlight our positive contribution in the reduction of the carbon footprint. Overall, we will continue to provide input until September when consultations with relevant industries come to an end. The findings of the study will then feed into the review of the Waste Framework Directive which is expected for Q2 2023.
GEIR fully support the Commission’s approach, which aims to identify the best policy options to improve

the collection and, ultimately increase regeneration of waste oils in the EU. Our key priority remains a more stringent implementation of the waste hierarchy and the separate collection, as this will automatically drive more waste oils towards regeneration. This is particularly important as the EU plans to strengthen circularity and achieve climate goals.
Meanwhile, the European Parliament adopted its position on 3 May on the Revision of the POPs (Persistent Organic Pollutants) Regulation which aims to limit values of ‘forever chemicals’ in waste. Overall, GEIR welcomes the general ambition of the Proposal which take concrete steps towards achieving toxic-free material cycles and more recycling and circularity. Inter-institutional negotiations will now begin to find a compromise between the Parliament’s more ambitious approach and the Commission’s and Council’s more careful stances.
