ATI Campaign
Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles has been published in the Official Journal of the EU on 14 June 2018, following Council approval.
The publication concludes a two year and a half process on this file, which started with the Commission proposal in January 2016.
As the review process has had a limited focus on RMI provisions, UEIL will continue to follow this issue and push for the Commission to undertake specific technical work on this topic.
Fiscal issues The European Commission is reviewing the Energy Taxation Directive that was withdrawn by the European Commission in 2015. The European Commission hired an external agency (Deloitte) to prepare a technical study (for internal use) on the key elements of a revised Energy Taxation Directive and Deloitte sent the European Commission its study in Q2 2018. Deloitte recommended the European Commission to publish a review of the ETD as this is in line with the European Commission’s agenda on the

Climate and Energy Package and there is now more support for an ETD in Council.
Related to UEIL’s objective to prevent the inclusion of lubes under EMCS, UEIL will continue its actions.
UEIL Annual Congress 2018 UEIL is looking forward to its annual Congress, which will take place in Budapest, Hungary, from 24 to 26 October. Registration is open and available on our website (
www.ueil.org). The theme of this year’s event is ‘The lubricant industry: embracing the future’ and promises to be a major highlight for our industry sector and for European industry more generally!
The Congress will take place at the Hilton Budapest, in the heart of the Royal Castle District, with the prestigious Pesti Vigadó (Concert Hall) hosting the gala dinner on 25 October, which promises to be an unforgettable experience.
