The legal part The new Waste Package which includes the update of the Waste Framework Directive (2008/98/EC) has been adopted by Parliament and the Member States in April/ May. The new legislative texts were published in the EU Official Journal in June. They will enter into force 20 days after the date of publication in the EU Official Journal and Member States will have 24 months to have to transpose the Directive’s provisions in their national law. The revised and new provisions for the topic of waste oil can be found in Recital 21a (new), Article 21/§1/point a, Article 21/§1/point b, Article 21/§1/point c, Article 21/§1a (new) and Article 37/§2a (new).


The regeneration industry has already started to contribute to the requirements of the new legislation. The main focus lies in the collection of correct market data, especially on lube consumption, waste oil collection and its disposal routes. In order to provide reliable figures to the European Commission, GEIR has started fruitful discussions with the relevant stakeholders.


Market Moves


During the CIS Base Oils & Lubricants Conference in Moscow, a “Re/Refining Focus Day” was arranged where the regeneration industry was able to present on developing technologies as well as the legal situation. Discussions showed that Russia would have to implement concrete measurements such as effective EPR schemes or strict monitoring of hazardous waste in order to improve collection level and regeneration quota of waste oil.


GEIR is pleased to hear that Avista Oil AG together with Greenbottle announced the erection of a new re-refinery in Denmark which will have a capacity of 120,000 metric tons p.a.


Furthermore, GEIR was informed that the Turkish company Tayras is going to execute a re-refinery project near Istanbul, making use of hydrogenation technology at a capacity of 60,000 metric tons p.a.
