Graham named construction partner on £53 m Liverpool inpatient facility


Mersey Care NHS Foundation Trust has appointed contractor, Graham, to build a new mental health facility on land owned by the Trust in Mossley Hill, Liverpool. Following a competitive tender overseen


by Liverpool & Sefton Health Partnership, Graham was chosen as the preferred construction partner due to its ‘extensive experience in delivering numerous healthcare projects across the UK and the Republic of Ireland’.


Designed by architects, Gilling Dod,


the new adult acute inpatient facility, with provision for both men and women, will phase out shared ‘dormitory-style’ wards to provide 80 single bedrooms with en-suite bathrooms. There will be an emphasis throughout on providing therapeutic spaces with light and airy environments, plus facilities for family visits and multi-faith worship, while outside there will be access for patients to spend time in garden areas. approved in 2022, and the former hospital buildings – deemed unfit for purpose – were


demolished in February this year. Demolition experts recycled around 95 per cent of the salvage, and existing building materials were crushed for re-use on site as fill materials for the new facility. A sod-cutting ceremony recently took place, marking the start of construction. The Trust’s Chief Executive, Professor Joe


Rafferty CBE, said: “Work is well under way at Mossley Hill so we can give the people of Liverpool what they need – the very best care in a modern, therapeutic environment with single en-suite facilities, and easy access to gardens and open space. Our current inpatient estate had been identified as a limiting factor in service-users’ recovery. New CEO for Centre for Mental Health


Centre for Mental Health has announced the appointment of Andy Bell – who it says has ‘played a fundamental role in driving change in mental health’ during his 20 years with the Centre – as its new Chief Executive. The organisation – which


claims to ‘lead in challenging policies, systems and society, so that everyone can have better mental health’ – said: “From using the Centre’s economic work to secure the roll-out of specialist perinatal mental health services across the UK, to his work alongside Ministers and politicians to press for liaison and diversion services, and the establishment of integrated IPS employment services within community mental health teams, Andy’s integrity and incisiveness have mobilised major changes for mental health. He also spearheaded the Local Authority Mental Health Challenge

(which equipped over 100 local councillors to speak up for mental health) and the Equally Well collaborative (working to tackle health inequalities among people with severe mental illness).” Andy Bell succeeded Sarah Hughes as Interim CEO on her move to Mind, and, following a recent meeting of the Board of Trustees, has now been


appointed to lead the organisation as it aims ‘to drive forward sustainable policy change, and to pursue equality, social justice, and good mental health for all’. Andy Bell said: “Centre for Mental Health has been challenging mental health inequalities for nearly four decades, and has a lot more to do. People living with mental health difficulties don’t always get the right support where and when they need it. We’ll keep working to change that, and to put social justice at the heart of mental health policy.”

New NHS Net Zero Building Standard


The new NHS Net Zero Building Standard, published on 22 February 2023, provides technical guidance ‘to support the development of sustainable, resilient, and energy-efficient buildings that meet the needs of patients now and in the future’, says NHS England. Developed ‘with healthcare,


industry, and sustainability partners’, the Standard will ‘support the NHS to get ready for, and align with, UK Government building requirements, as well as meet its commitments to deliver a Net Zero health service by 2045’.


While the approach to managing whole life carbon in the Standard is relevant to all healthcare buildings, it will apply to all investments in new buildings, and upgrades to existing facilities that are subject to the HM Treasury business case approval process, and are at pre- strategic outline business case approval stage, from 1 October 2023 onwards. NHS England says this will result in reduced carbon emissions, and incremental improvements in the NHS building stock, ‘ensuring consistency, standardisation, and equity, across the NHS estate over time’. The Standard will be periodically


updated in collaboration with NHS organisations, partners, and suppliers, to ensure it remains current and relevant. Fiona Daly, National deputy director


of Estates and Facilities at NHS England, Commercial Directorate, said – as the Standard’s publication was announced – that she wished to thank members of IHEEM and HEFMA for their input during its creation.
