Guests at the ground-breaking ceremony for the new building in September 2021 included representatives from the Camden and Islington NHS Foundation Trust St Pancras Transformation Programme.
Meeting the NHS cost model This is a target cost contract. The mechanism is a pain/gain, whereby if we exceed the costs we take the ‘pain’, but if we can mitigate this then we share savings 50:50 for 5% contract value. This scheme has a lot more data than a typical project, principally because of the difficult logistics, meaning it did not fit the NHS’s cost model. We have had to justify why it does not fit the model, and why we have made choices such as the brick panels. We conducted value engineering, and
are delivering the MEPH via our integrated services engineering business, which we involved significantly ahead of delivery to carry out checks and look at design development solutions to reduce capital and lifecycle costs. Under an NEC contract, we send out early warnings to advise the client of any potential issues – cost, time, quality – helping BAM and the client manage risk. This is a team effort, and risks decrease as work progresses.
Akin Durowuju
Akin Durowuju, Development director, Camden and Islington (C&I) NHS Foundation Trust, graduated in Engineering Surveying, holds a Masters’ degree in Estate Management from London South Bank University, and is a qualified Chartered Surveyor. He is a member of the Planning & Development, Valuation and Geomatics RICS faculties, and a Registered Valuer. He has worked with the NHS, several housing associations, and developers, as a Non-Executive Director and Chair, leading on various mixed tenure housing and mixed-use developments (including healthcare facilities), where he has been involved in identifying, appraising, and acquiring residential investments. He has particular expertise in planning and development and construction matters.
He has a wealth of experience in construction management, valuation appraisals, planning, estate renewal, and regeneration, as they relate to stakeholder engagement, private and affordable housing projects, and Section 106 affordable housing negotiations. He has some 30 years’ experience in the construction and property development sector, working on a wide range of private and public sector projects ranging from individual properties to multi-million pound redevelopments.
Kevin Mahon
Kevin Mahon, Construction manager, BAM UK and Ireland, grew up in, and lives in, London. He has over 25 years’ service with BAM alone. He has worked on large retail schemes such as at Waterloo Station, in time for the 2012 London Olympics, 55 Baker Street (the former HQ for Marks & Spencer), and substantial £125 m property developments. Alongside other qualifications, he holds a Master’s degree in Project Management.
Of his work on this project, he says: “I have specialised in complex jobs, but this is the most complex I have been involved with to date. It is also the most worthwhile. It is giving more back to its community than any other that I have worked on. That gives our team a real sense of pride and motivation.”
Working with residents Being on a constrained site prompted extensive stakeholder engagement, including regular meetings with the Holbrook Close homeowners. We helped them understand the works using our 3D model of the building when they visited us to see what we were doing. We adjust deliveries so that we do not disrupt the school pick-up, and we liaise with the school to keep children safe. We also changed the generator so that it is quiet at night. We stockpiled soil that came out of the piling so that the lorries could pick it up dry rather than wet, and put track mats by the entrance to create a hard standing with the mats on top to wash down lorries, preventing dirt from getting onto roads. We have flashing lights by the gates ‘strobing’, so that drivers and pedestrians can see them. The noise, movement, and vibration likely here, together with the site’s
proximity to neighbours, meant we put monitoring in place, including nine tilt monitors and five dust and sound monitors. Should there be a breach, our site team would be alerted, enabling us to act right away. So far, we have had no breaches.
Testament to our service-users and carers This scheme is a testament to our service- users and carers. They have worked alongside us every step of the way, to meet the challenge of designing a new inpatient facility, in an urban setting, that supports mental health recovery and well- being for every individual in our boroughs who may need this important support one day.
