IHEEM 2021 AGM


n Alan Spraggon of the North East Branch had agreed to continue for a further term, and had thus been duly elected.


n Stephen Lloyd had stepped down from the Welsh Branch, and was replaced by Peter Davies.


n Greg Markham of the South West Branch had completed his second term, and was replaced by Martin Jeffrey, as had Chris James of the Southern Branch, to be replaced by Richard Harris.


n Bill Millar of the East Midlands Branch had stepped down, and was replaced by James Chadwick.


Paul Fenton explained that Alison Ryan had proposed this motion, with James Chadwick seconding it. The online vote saw the Elections to Council unanimously approved. Pete Sellars explained that the


Council members for the next 12 months on completion of the AGM would thus be the President, Paul Fenton, Nigel Keery for Northern Ireland, Eddie McLaughlin for Scotland, Peter Davies for Wales, Alan Spraggon for the North East, Alistair Cameron for the North West, Alison Ryan for Yorkshire, James Chadwick for the East Midlands, Mark Williams for the West Midlands, East Anglia – vacant, Paul Rogers for London, Richard Harris for the Southern Branch, and Martin Jeffrey for the South West. The President welcomed the new Council members, and thanked Alan Spraggon for agreeing to serve a second term, and Greg Markham and Chris James for completing full terms. He added: “Thanks also to Stephen Lloyd and Bill Millar for the work they did whilst on Council.” Next to be considered was Agenda


item six – the re-appointment of Morris Crocker as IHEEM’s auditors for 2021. The motion, proposed by Alan Spraggon, and seconded by Alison Ryan, was unanimously approved.


Lifetime Achievement Award Moving next to Agenda item seven – the awarding of the IHEEM Lifetime Achievement Award for 2021 – Paul Fenton said: “This year the award has been given to recognise the ongoing support and commitment that the award-winner has shown in reviewing new membership applications for IHEEM. This year’s winner is also part of a small team that undertakes all of the CPD reviewing and sampling required to be compliant with our Engineering Council licence. Having been an active member of IHEEM for 51 years, he has spent the last 13 years on our

The winner of the IHEEM Lifetime Achievement Award for 2021, Graham Hardman, has also been given Honorary Fellowship of the Institute, with both honours recognising his long service and commitment.


Membership and Registration Committee. He has decided to retire from his role in 2022. It’s fair to say that this member has played the most active part in our Annual General Meetings, and asked more questions than any other Branch member. It gives me great delight therefore that we can recognise his long service and support over the past 51 years, and not only does this individual receive the Lifetime Achievement Award, but also the title of Honorary Fellow of IHEEM. I can now announce that the Lifetime Achievement Award for 2021 goes to Graham Hardman. Congratulations, Graham, and we will be sending your award through to you, as well as your Honorary Fellowship. On behalf of Pete, myself, all those at Head Office, and our Executive Council, we hope you enjoy your retirement.”


A long and varied NHS career Professionally, Graham Hardman spent over 37 years in the NHS, in a variety of senior managerial roles. He had responsibility for the operation and maintenance of all types of building, engineering plant, and electro-medical equipment, extending to energy generation and conservation, and gained expertise in, and knowledge of, a wide range of legislation, particularly related to building and engineering regulations, COSHH, Legionella, environmental health, the Medicines Inspectorate, and health and safety at work. A Chartered Engineer, and a Fellow of both IHEEM and the


Institution of Mechanical Engineers, he has a Master’s Degree in Business Administration. Having begun his career as Hospital Engineer at Prestwich Hospital in 1968, his subsequent roles, at hospitals throughout Yorkshire and Lancashire, included Deputy Group Engineer, District Works Officer, and Director of Estates and Facilities – at both Leeds Western DHA and North Manchester Hospitals. In the latter role he had overall estates responsibility for four hospitals, 10 clinics, and 20 community properties, working for a Trust with a capital budget of £20 m. He subsequently spent 10 years as a Senior Project Manager, FM, with Mowlem, which included working on the Barts and the Royal London, and James Cook University Hospital, Middlesbrough PFI schemes.


Looking ahead with optimism The announcement of the recipient of the 2021 Lifetime Achievement Award ended the formal part of the 2021 AGM, but Paul Fenton said that before officially closing the meeting he would add a few closing remarks. He said: “Pete and


I have already reflected on what has been quite a very difficult year, but looking forward we are hopeful of a return to some form of normality, whatever that is. While modern communication technology is good for meetings such as this, I miss the networking, and shaking hands with members, colleagues, suppliers, and partners, at conferences. We’re all keeping our fingers crossed that 2022 be very different. The pandemic has turned all of our lives upside down; it’s changed most of the things we’ve taken for granted, given us all very few highs, and far too many lows, over a period none of us would have believed would have lasted this long. “However, through all of that, our optimism, sheer determination, tenacity, and indeed the good spirits of the estates and facilities profession, have shone through at the darkest of times, giving help and support to healthcare organisations across the globe, and to the clinical colleagues with whom we stand shoulder to shoulder on the frontline. I am so proud to be your President, and of the role that IHEEM has played over the past two years. “From our optimism,” he continued, “we draw positivity that as we enter a new year, with new challenges, we will succeed. So, a big a thank you for everything you have done.” The IHEEM President then wished all


attendees ‘a Very Merry Christmas, and a safe, happy, and healthy 2022’, which concluded the 2021 AGM.
