Carroll noted, are influenced by more forces than pay. Those include fewer college students who are interest- ed in split-shift work than a few decades ago. Another factor is public perception. “School bus driving really has been a career for many


years, but [no longer] in the public’s mind. It’s not a career that people think about when they’re thinking of supporting their family. But it could be,” Carroll shared. “We end up with a lot of part-time people, great folks, but attracting people has become increasingly difficult.” When it comes to overall driver pay, Tammy Beaney, transportation director of the Holley Central School District near Rochester, New York, concedes that she and her peers are caught between wanting to raise sal- aries and the necessity of balancing tight budgets. “It’s a Catch-22,” she observed. “Most people do not


realize the amount of responsibility with New York state and federal requirements that are necessary in this job, including start up license fees that are in- curred,” she said.
