Congressional Review Act Overturns Regulatory De- mands for Clean Energy California is taking legal action after President Donald Trump signed into law a Congressional Review Act approved in May to overturn U.S. EPA waivers that would allow the California Air Resources Board to enforce stricter emissions and goals for selling zero-emission vehicles, including school buses. Enforcement of clean energy mandates are already being postponed in CARB states, as the industry evaluates how to approach funding of zero-emission initiatives with potential impacts incoming from federal rulings.
