he RYA’s Regulations and Policy Manager, Carol Paddison, travelled to Geneva in June to represent the European Boating Association (EBA) at a UN Economic Commission for Europe meeting. Of particular interest were discussions on Resolution No. 40, the instrument which manages ˧˛˘ ʼ˧˘˥˔˧˜˔ ʶ˘˥˧˜Ѓ˖˔˧˘ ˙˥ Operators of Pleasure Craft. The EBA, a group of mostly
national boating federations from 14 European countries, has a crucial role in ensuring the voices of leisure boaters ˔˥˘ ˛˘˔˥˗ʡ ʼ˧ ˛˘ˣ˦ ˜Є˨˘˖˘ legislation to protect freedom of navigation and safety standards across European waters.

Cowes harbour F
ollowing input from RYA regional volunteers, the RYA raised concerns about the potential impact of proposed general directions on towing in Cowes harbour. The rule asks for
written authorisation from the Harbour Master for non-routine towing activities involving a combined length exceeding 20m. In response, Cowes Harbour ˀ˔˦˧˘˥ ˖Ѓ˥ˠ˘˗ ˧˛˔˧ ˨˦˖˛˘˗˨˘˗ ˧˜˚ ˙ ˗˔ class boats without an engine, due to a lack of wind, would be deemed emergency towage. In such cases, only an ‘all ships’ call on VHF Ch 69 would be required. Additionally, the Harbour Master spoke with clubs to discuss implementing standing risk assessments to cover more regular towing for club activities.
