The lawsuit came after the health minister,Tyler Shandro, terminated
the province’s contract with doctors on Feb. 20, 2020, just over a month before the agreement ended on March
31.This was made possible when government passed Bill 21 last fall, which allowed government to unilat- erally end its master agreement with the AMA. The province did implement some of their consultation proposals, with some having to be done through Alberta Health Services and were in
process.However,Molnar said that due to “immediate” difficulties in implementing them in rural Alberta and family practice,many of those proposals were rolled back. On April 1, Shandro implemented a new Physician Funding Framework, which included a new patient cap, fee rules for extended visits and changing how complex modifiers work. Molnar said physicians are involved with over 85 per cent of the health
care decisions made in Alberta,and they need to be part of any changes and reforms the province wants to make. Back in July,AMA had made public an offer to the province, saying it
was one of several they had brought forward to the province, as they had not received a written counter offer from the province to any of their offers. However, despite the rocky start, things are improving. In late August, Molnar said AMA submitted a written offer at the request of the govern- ment,and had received a “very cordial letter” from the minister inviting them to respond to his contract proposal. “(The proposal) is based on the budget, so it is a different model than
we normally deal with the government, but it is a budget management model,and we submitted,we responded to the document that they provided to us,we’re hoping and waiting to hear back from them,” said Molnar.“I’m hopeful that will result in an opportunity for us to have a negotiated agreement with government.” “Physicians will be making care decisions.And we absolutely, for the sake of Albertans, need to have an agreement in place.”
