Top civil servant praises red tape?


A provocative speech by Envi- ronment Agency chief executive James Bevan suggests EU water rules could be tweaked to make them more suitable to UK needs. Sir James ran into some heavy weather from some media out- lets which jumped to conclu- sions when he suggested that the EU Water Framework Direc- tive (WFD) could be changed by the government after the Brexit transition period ends on 31 De- cember.

tion, it makes sense to examine what he actually said. Sir James praised the WFD for its focus on water quality, the need for an integrated approach to water management, and the improved health of our rivers. But he also said that the WFD

This ruling can force regula- tors to focus attention on indi- cators that may not make much difference to water quality – or indeed where the criteria cannot be achieved. It can be a tough test for some heavily engineered riv- ers in urban centres which will never be restored to their natu- ral state.
