here at DATIA we are working hard to ensure that our members know the beeswax, and are always prepared to meet the needs of employers and customers across all facets of drug and alcohol testing. We came into 2020 on the late-breaking news that FMCSA was increasing its random


testing rates from 25% to 50% for drug testing effective January 1, 2020. While it costs a few extra clams, the FMCSA's random testing rate is a crucial method of deterrence for substance use and abuse in safety sensitive positions. With drug use across many substance categories on the rise and positivity rates nationally creeping up year over year, we applaud FMCSA for taking this critical step toward ensuring we remain diligent in the enforcement of safety on our roads and highways. Te release of oral fluid testing standards for Federal workplace also kick-started what


we expect will be a busy year ahead for manufacturers, device makers, and laboratories as they work toward adoption of the SAMHSA standards for methodology and cutoff levels as defined in this highly anticipated final rule making. As industry prepares, the DOT continues to evaluate its position on adopting the new oral fluid testing standards for its covered employee population. While acceptance of alternative testing matrices has been in the works for several years, this year marks an important step forward in offering more choice in testing methods to federal customers and we hope it paves the way for other testing alternatives to become more standardized and accessible for the benefit of all workplace testing programs. No malarkey here folks . . . this is good for the industry. FMCSA also released its highly anticipated Federal Clearinghouse for Drug Tests


effective January 6, 2020. It's the bees knees! Te Clearinghouse mandates that employers, MRO's, and service providers report all drug test failures to the national database. Additionally, employers are required to query the Clearinghouse in conjunction with their current Previous Drug & Alcohol testing requirements, and also perform an annual query of the database for existing employees. Te Federal Clearinghouse mandate closes a crucial gap that has been in existence since the Federal drug testing programs were instituted, and the existence of the Clearinghouse will undoubtedly make our roads and communities safer this year by eliminating loop holes for drivers with a failed test who did not successfully complete a treatment program and follow up testing regimen.
