Special Achievement by a Team Award Portfolio Resident Services: Lucero Freedom Festival


Lucero Freedom Festival introduced Resident Families in an engaging atmosphere to local officers of the Austin Po-


lice Department. The event was a springboard for APD to host future onsite events with the residents, at least once a month. APD brought a dunk tank and promoted their PALs Program (Police Activities League) to the free event. The PALs Program is directed towards the older children and assigns the youth to a police officer who coaches and mentors them with issues in their lives.


A concern about security onsite as well as unfriendly feel- ings towards Austin Police were discussed at a Lucero Tenants Association Meeting. Portfolio Resident Services


worked with the property management, Residents and Community partners to host the free event onsite. Through this event resident families were able to build relationships and speak directly to APD regarding community concerns. Children and youth were given the opportunity to interact with the APD in a fun and safe environment.


Based on the success of Lucero Freedom Festival which allowed families to begin building trust with APD and sign up for the PAL program, this type of program could be easily replicated at any affordable housing multi-family apartment, regardless of geographic location.


The Lucero Freedom Festival was held on July 20, 2018. The event was made possible by community donations from P. Terry’s Hamburgers, Austin Police Department, Austin Army Recruiter Office, and The Church on Congress Avenue. The demographics of Lucero is primarily Hispanic and African American who may fear police and many times do not view them as their protectors. The goal of this event was to bridge the gap between residents and community First-Responders, since living in a safe environment is essential for families and individuals living in affordable housing. Bringing APD and residents together to share fun, food and games helped to break down walls of mistrust. The long- term goal is for future events to improve relationships, reduce crime in community and provide opportunities for youth mentorship.
