The Spring statement in March was notable for many reasons. The Chancellor was not only at his most politically critical, but reports about his optimistic mood dominated the front pages. Describing his outlook as “Tiggerish” in
contrast to the economic Eeyores in the Opposition, this playfully punchy mood of the Chancellor’s was not just down to the alleged instruction of the PM to appear more upbeat. Mr Hammond was no doubt able to adopt this ebullient attitude as a result of the UK’s conversion to a single fiscal event year. As such this Spring Statement, in place of the budget, offered no major changes to the tax system and required only the Chancellor’s response to the Office for Budget Responsibility’s (OBR) forecast. Adding to this bouncy, breezy outlook of
the Chancellor’s was his anticipation of continued employment growth, a fall in inflation, lowering borrowing and debt finally starting to fall as a percentage of GDP. Manufacturing is enjoying its longest unbroken run of growth in 50 years and before too long, wages would start rising faster than prices, we were told. But whilst the OBR’s latest numbers do
indicate a slight upgrade in GDP growth for this year, their projections for 2021 and 2022 have been downgraded. This further strengthens the case made by the British Chambers of Commerce that the UK is likely to remain locked onto a low growth trajectory for the foreseeable future. Here in Milton Keynes levels of
entrepreneurialism mean our local economy is both resilient and diverse. However, all economic forecasts are reliant on a smooth Brexit, with transitional arrangements that allow for some continuity in trading conditions. Without this set of circumstances the UK is left more exposed to international economic turbulence. As part of the national network of Chambers we are being called upon by Mr Hammond to make representations on behalf of our business community in preparation for the Autumn Budget. Now is the time to speak up to ensure that the obstacles facing your business are addressed in the Chancellor’s strategy for growth.
