Borough report Borough Cllr Mahew Balfour reported that the provision of more lorry parkswas being considered by KCC, as was the clamping of lorries in areas where theywere not meant to park. Defibrillators The clerk had arranged an emergency repair to a glass panel in the BT box by the Jet garage. The clerkwas thanked for clearing it and making the area safe and arranging for a quick replacement panel. Brindle Electricians had cleaned both BT boxes andwere repairing the light in the one in Troiscliffe Road. Speedwatch The equipmentwas still being repaired. Community Speedwatchwas now online for the processing of data. M20 footbridge Aone+ had advised that Highways Englandwas prepared to pay any reasonable legal costs incurred by the parish council during the process of acquiring land owned by the council. Members requested a meeting with Aone+ to discuss details such as the need for North East Street to be cleared, which would provide easier access for the construction of the footbridge, and for acoustic fencing to be installed. Big Motoring World The clerk had been copied in on correspondence from a resident regarding helicopter flights/landings at the site. Environmental health officerswere investigating. Highways The clerk had reported that the dogwaste bin on the footpath to the church was overflowing.Arepair to the swing gate on the footpath at East Street had been requested. Signs from the Jet garagewere still blocking the footpath. The clerk would advise the highways steward again. Flytipping The clerkwas asked to report concerns to the highways steward about regular flytipping in St Vincent’s Lane. Village hall Workwas in hand to start the new extension. The commieewas reviewing the annual insurance which could have implications for the caravan club on the siting of their vans when they hire the hall. Recreation ground Cllr Robinson said rubbishwas being dumped in bins at the village hall and recreation ground because the recycling bins had been moved. Open spaces Members accepted a quote of £2,514 for required works to the oak tree on the village green. The quote includes a figure for removing the bench around the base of the tree. The clerk would find out if planning permissionwas required to reduce the crown of the tree. The clerkwas asked to get a quote to replace a sign on the back of the existing noticeboard on the green asking members of the public to respect the trees.


Aylesford


Vacancies Therewere three vacant seats on the parish council – three inAylesford South and one in Eccles. The Eccles vacancy had been cleared for co-option. Fair Showtime Amusements had asked to visit Eccles in midAugust. Therewere some issues relating to security, including whether the bollards would be in place and the temporary boulder removed by that date. There would also need to be security arrangements with the fair while the access was left open during their proposed visit. The visitwas agreed subject to the clerk discussing with the fair the possibility that it may have to be cancelled if the temporary security measureswere still in place.

Speedwatch Following requests from residents, the clerk had checked the parish council equipment. It required a new baery which had been bought for £115. Two residentswere interested in taking the on- line training to be followed up by training on-site before using the equipment. Hall Road The wire fencing and gate under the motorway bridge had been replaced. Rubbish clearance had been poor but the fencingwas an improvement. Footpaths Due to the condition and complaints about thewell-used footpath between Eccles andAylesford and the delay in geing KCC to undertake the work, the clerk authorised an in-house cut of the path by parish council staff. River footpath Cllr Rillie reported that since the building of the path, he had concerns that the level of the village flood lagoon had been compromised at high tides. The clerk would raise this query with KCC and the Environment Agency. Security Following the recent traveller encampments, the clerk had undertaken a security review and a number of measures including bollards and gateswere approved.


East Peckham


Co-option David Robertswas co-opted to fill the vacancy on the council created by the resignation of Peter Crawford. County report County Cllr Mahew Balfour was liaising with Kent Police in the hope that they would start enforcing parking infringements. The parish council would be asking the governors and headteacher to reinforce the message to parents not to park outside the school. Cllr Balfourwas keen to provide financial assistance from his KCC member’s fund to assist East Peckham, Hadlow and Golden Green to acquire a speed indicator device and would provide more information on costings shortly. Communitywarden Lara Sammswas leaving her role. Her colleague Michael Head would be providing cover. Public forum Complaints regardingAuto Car Mall business operations affecting Old Road, Branbridges Road and Medway Meadows would be referred to the PCSOs and borough and county councils. Injury Following vegetation clearance on the footpath from Pound Road to the playing fields, a resident had tripped on debris and hurt her knee. The incident had been reported to KCC Public Rights ofWay office. Hanging baskets Thesewere providing a magnificent show in the village centre.Three planters had been stolen. Jubilee Hall Repairs to the soft safety surface in the junior play area had been carried out at a cost of £350. Graffiti had been dealt with. Memorial benchAlocal family had enquired about siting a memorial bench on the playing fields. The clerkwas liaising with the family. Community garden The Medway Valley Countryside Partnership (MVCP) would like to explore the possibility of a community garden project in East Peckham. Apart from co-operation and allocation of land, costs to the parish council would be minimal and MVCPwould seek funding from the Heritage Loery Fund. The council approved the proposed project. CCTV While no response had formally been received to the leer sent by the clerk to the landlord of the Merry Boys public house,


Cllr Barton had helped the landlord remove the internal and external equipment which had been delivered to the Jubilee Hall. Both the Village Stores and village hall had expressed an interest in the acquisition of the equipment. As itwas believed that the landlord of the Merry Boys would be installing CCTV that would cover the village centre, itwas agreed that the equipment be offered to the village hall.


KingsHill


Deputy clerk Thankswere given to Barbara Hucker for her work for the parish council. An exit interview would be undertaken. Election The borough council had confirmed that an election had been called for a vacancy on the parish council on Thursday, September 7, at an approximate cost of £15,000 to the parish council. Nominations closed onAugust 10. Sports park The design for the entrance sign to the Sports Parkwas agreed.


Leybourne


Fencing Favourable comments had been received from members of the public about the fencing, which looked beer than the wooden fencing. Chairman Bob Ulph said it was important to make the decisions as elected and that time had beenwasted for several months allowing further incursions to take place. Police maers CllrWagstaff said the PCSO had been good at alerting the parish council to the traveller incursion issue, but policing in effectwas down to the residents, who blocked the access by parking across the vulnerable area. CastleWay County Cllr Sarah Hohler said the communitywas divided regarding the decision to make the CastleWay junction a left turn only. The decisionwas taken on safety grounds andwas now compulsory. Bus stopAmember of the public requested a bus shelter at the bus stop at the Oxley Shaw end of Roundhay. Cllr Mearns and the clerk would review this. Therewas a missing plastic window on the bus shelter at the eastern side of Oxley Shaw between Willowmead and Oxley Shaw Lane. The clerk would arrange repairs. Traveller incursion The borough council was prepared to consider any proposal to prevent further incursions. Under emergency expenditure, a post had been ordered for the donkey field.

Blaise Quarry KCC Cllr Sarah Hohler continued to receive serious complaints about blasting. She hoped Gallagherswere talking to people and Cllr Frankling confirmed that they appeared to be. Speed indicator device The parish council was co-ordinating the order of the device with enhancement work. KCC had confirmed that the mobile devices would cost £6,950.Agrant of £6,000was received from Cllr Hohler but the parish council could apply for a grant for the remaining amount.


Defibrillator The parish councilwas asked about training for use of the defibrillator. Cllr Frankling would arrange awareness sessions on a Saturday morning and confirmed he had registered the defibrillator. Vacancy There had been five applicants for
