Plasticizers | additives feature In the EU, demand has been steadily shifting towards

non-classified phthalates, which today represent around 90% of all plasticizers being produced in the EU. A similar transformation in favour of plasticizers which are not classified as CMR (carcinogenic, mutagenic or toxic to reproduction) has occurred in North America. However, in the rest of the world – namely China, India, and Latin America – classified phthalates continue to be produced and used to a high degree. DEHP still represents around 50% of all phthalates used world- wide. It is also worth noting that the market for alternatives to phthalates is growing at a fast pace in Europe and elsewhere.

Public debate and regulation Plasticizers, and in particular phthalates, are often quoted in public and media debates linked to a number of health concerns. Often, the generic term ‘phthalate’ is used without specifying the actual substance that the article or study is talking about. This results in in- creased public attention and alarmism. In this respect, it is vital to understand that the

industry has undergone an important evolution in recent

years. Phthalates represent just a group in the wide range of plasticizers; they are very different in terms of their uses and applications as well as in terms of their legal classification and regulatory status. A total of 12 plasticizers are classified as Substances

of Very High Concern (SVHC) under REACH. Four of them – DEHP, DBP, BBP and DIBP – are on the Authorisation List. This means that they shall be placed on the EU market only for those uses for which a specific applicant has applied for an authorisation in due time. Only seven applications covering uses of DEHP and DBP have been submitted. Since no applica-
