New Jersey voters should change their constitution this November to allow new casinos at two northern New Jersey racetracks. Voters legalized exclusive Atlantic City casino gaming in 1976. Resorts International, the first American casino outside Nevada, opened in May 1978. Atlantic City held a regional monopoly for almost 25 years. Increased competition from neighboring states that also legalized gaming has eroded Atlantic City’s gaming revenues by half since 2005. Within a few hours’ drive, 28
