4.4 Site Specific Selection and Alternatives
4.4.1 East Anglia THREE boundary 16.
The 11 potential development areas described above were further assessed by EAOW in order to prioritise a short list for preferred development. A direct comparison of all 11 areas was made using a high-level assessment of sensitivities to the environmental constraints listed above and any issue was described. The most developable areas, i.e. those with the least number of potential issues and the lowest potential sensitivity were then identified.
17. On consideration of the potential issues, East Anglia THREE, as a result of this assessment of development potential, and on the basis of the initial ZAP process, the East Anglia THREE and FOUR projects were considered to have lower potential sensitivity than East Anglia TWO, and were therefore selected as part of the second phase of development within the East Anglia Zone. The East Anglia THREE boundary has subsequently been refined through preliminary discussion with stakeholders.
18. 19.
20. 21.
All boundaries of conservation areas (e.g. Natura 2000) were specifically avoided through the boundary selection process.
East Anglia THREE Limited (EATL) is a subsidiary of EAOW, and has been incorporated in order to develop the site.
The resultant windfarm boundary is shown in Figure 1.1.
Also considered to have comparatively less sensitivity is the area which became the East Anglia ONE site which was the first site to be taken forward for development by East Anglia ONE limited.
4.4.2 Grid Connection Point 22. During the process to provide a grid connection offer to EAOW in 2009/10, National Grid considered possible connection points both within the East Anglia area and across south east England. This identified the existing Bramford substation as the most suitable site to connect East Anglia ONE windfarm on an efficient and economic basis while considering environmental factors. This connection point could also provide up to 3.6GW capacity. Since this capacity could be available to meet the East Anglia ONE programme from 2015 onwards and connect the target 1.2GW export capacity, a connection to Bramford for East Anglia THREE would also provide the most suitable connection point for this second phase 1.2GW generation export.
