In order to accurately assess the significance of a heritage asset, it is necessary to understand the relative contribution of each identified heritage value to the overall significance of the asset. Wessex Archaeology developed a method for assessing the relative importance of each of the values ascribed to heritage assets and their potential to contribute to people’s understanding of the past, based on the Conservation Principles and professional judgement.


1.3 Planning Background


1.3.1 Introduction 27.


There is national legislation and guidance relating to the protection of, and proposed development on or near, important archaeological sites or historical buildings within planning regulations as defined under the provisions of the Town and Country Planning Act 1990. In addition, local authorities are responsible for the protection of the historic environment within the planning system.

The following section provides details of the national, regional and local planning and legislative framework governing the treatment of archaeological remains within the planning process.


1.3.2 National Planning Policy 29. National Policy Statements (NPS) form the principal policy framework within which decisions on Nationally Significant Infrastructure Projects (NSIP) are made.

Those NPS of specific relevance to the project comprises the EN-1 Overarching Energy NPS and EN-3 Renewable Energy Infrastructure both designated in July 2011.


The National Planning Policy Framework (NPPF) was published by the Department for Communities and Local Government (DCLG) in March 2012, replacing Planning Policy Statement 5.


32. NPPF Section 12: Conserving and enhancing the historic environment sets out the principal national guidance on the importance, management and safeguarding of heritage assets within the planning process.

The aim of NPPF Section 12 is to ensure that Regional Planning Bodies and Local Planning Authorities, developers and owners of heritage assets adopt a consistent and holistic approach to their conservation and to reduce complexity in planning policy relating to proposals that affect them.
