for the potential £3b public-private residential project. As custodians of the Manydown land asset, both councils are keen to see a full range of homes provided, together with the opportunity to achieve future capital and investment returns.
Leisure Park redevelopment and new designer outlet centre
Situated about one mile west of the town centre, the 63-acre Basingstoke Leisure Park currently includes a swimming pool with flumes, a bowling alley, a 10-screen cinema, an ice-rink and Skiplex, the interactive Milestones family museum, and offers 200,000 square feet of leisure and restaurant floor space.
accommodation and supporting amenities. The council has already invested in the Basing View public realm with improved landscaping by BALI award-winning Blakedown Landscapes to soften the environmental ‘look and feel’.
“It is important to be realistic about the rate of achievable development but since appointing Muse in December 2012, while experiencing the global recession, we have managed to deliver the Network Rail campus, the biggest John Lewis/Waitrose retail complex in the UK, and property developer Abstract Securities has started work on its Florence Building a new 60,000 sq ft five-storey office complex, aiming to provide Grade A, BREEAM ‘excellent’ premises for business occupancy.”
This is the first speculative town centre office development in Basingstoke for 15 years, and will be the most cost-efficient office spec newbuild under construction anywhere in the South East.
“Given market conditions, I think we are making good progress.”
Currently home to over 100 businesses, approximately half of Basing View will be designated as an Enterprise Zone from April 2017, providing 100% rate relief of up to £275,000 over a five-year period – which will be attractive to organisations of all sizes.
“I am quite passionate about how we shape the workplace for millenials going forward, because they have a different view on life and work. They like to be in contemporary ‘smart’ town centres, have access to social meeting places, amenities, shops and public transport. And, employers want to be where they can attract that talent. Those are the fundamentals of Basing View and its future,” Dean added.
Manydown: A transformational housing project providing 8,000 homes
Basingstoke is growing. The borough’s population rose by 10%– about 15,000 people – and 11,000 new jobs were created

in the decade up to 2011, making it one of the fastest-growing parts of Hampshire.
Helping to meet that local residential demand will be land at Manydown to the west of Basingstoke. As joint owners of a 999- year lease on 843 hectares at Manydown, Basingstoke and Deane Borough Council and Hampshire County Council have made a long-term commitment to create one of the largest residential developments in public ownership in the South East.
The greenfield location is set to be transformed with an anticipated 8,000 homes over a 20-30 year period, developed on ‘garden town’ principles with associated infrastructure and facilities.
The first phase of approximately 3,400 homes is already allocated in the adopted Basingstoke and Deane Local Plan for completion by 2029. Throughout the stages of putting together a masterplan for an outline planning application the council and developers have held public exhibitions involving local people in the shaping of proposed new neighbourhoods and facilities.
Joint venture partners within the property and investment market have been actively sought
A regional draw, especially since the arrival of indoor skydiving centre Airkix, the park is owned by Basingstoke and Deane Borough Council.
Working with investor and developer NewRiver* on a £250m vision, the council now aims to achieve a major step-change in the attractions on offer, revitalising the park’s appeal for the future.
Plans include doubling the existing leisure facilities to 500,000 sq ft and including a 300,000 sq ft designer outlet centre in response to unmet demand along the M3 corridor.
Will the changes ‘wow’ new residents and businesses?
“I hope so, but that’s not really our aim,” said Dean.
“Wow is a quite an emotive word. It’s much better to be realistic and set our sights on deliverable objectives, and be confident in the quality of developments we will provide.”
