FlytippingAfridge or white cupboard had been dumped in Sheephurst Lane. Clamped Therewas a clamped car on Paenden Lane on the village side of the burger van. Signs Kent Highway Services would be contacted regarding refurbishment of cast iron and wooden finger posts. Marden in Bloom Members thanked Cllr Boswell and the members of Marden in Bloom Group for all the commitment that had been put into the presentation, judging route and all other work and wished them all the best for the judging.


Staplehurst


Christmas lights Councillors discussed the report and agreed to the expenditure of £8,169 for 24 motifs, testing, installation and demounting. Itwas agreed that installation should take place at the beginning of December. Marden road crossing The meeting with TaylorWimpey had identified a possible site for the crossing required under the planning condition aached to the Oliver Road site. Thiswas to the east of the temporary traffic lights at the open end of Northdown. This would be subject to evaluation. The Parade Councillor Sam Lain-Rose said the managing agent for The Parade had advised that the car park would be put up for auction after the remaining buildings. It was proposed that the car park should be listed as an asset of community value. Itwas agreed that Cllr Lain-Rose should seek a detailed plan and or specification by use for the parish council to obtain a valuation. Parish surgery Therewas concern about the condition of the road surface south of the village and the potential demands that new housing would make on the PCSO’s time. Traffic regulation order Councillors noted information received from Kent Highways about the reasons for proposing a 50mph limit on the A249 between Knoxbridge and 350m south of Pinnock Lane. Kent Highways stated in summary that a limit of 40mph would be abnormally low. It would increase the spread of speeds and the risk of collisions. Itwas therefore considered prudent to implement the planned reduction to 50mph and monitor the effect it had. Toilet The parish council had signed the new lease document for Bell Lane toilet and completion byMBCwas awaited. Caretaker The village caretaker had fixed a “No Parking” sign to the main gate at Jubilee Field and had dealt with overgrowing vegetation along some paths. Play scheme OFSTED had met Play Place representatives to discuss arrangements for the summer play scheme and inspected the proposed venue at the school – both meetings had been positive and Play Place had advised that bookingswere goingwell. Wimpey Field project Itwas noted that the developers intended to level out the central part of the ditch to the east of the development to permit the flow ofwater


from north to south. Cllr Peter Spearink said this should be closely monitored.

Telephone boxes Community Heartbeat wanted to work with the parish council to install a defibrillator in the phone boxes. If the parish councilwanted them removed they would be signed over and the parish council would be responsible for the cost. New development The developer of land at the former Brandy’s Bay, South Lane, had suggested names with a bird theme for the roads. The parish council would prefer to see tree names. They also did notwant to see Mews or Drive used. Local plan Robert Mellor had been appointed by the secretary of state to carry out the independent examination of the Maidstone Borough Local Plan. Neighbourhood planningAgrant of £4,114 had been obtained. The housing survey and building surveywere in progress. Cllrs Eileen Riden and Eve Poulter said there would be public meetings in September. The minutes and agendas for neighbourhood plan meetingswere displayed on the noticeboard outside the post office. WarmlakeAparishioner had wrien to Maidstone Borough Council complaining about the fact that three major applications had not been decided in time and therefore went straight to the inspector for a decision, bypassing the planning commiee. The clerk had wrien to the chief executive ofMBC complaining about theWarmlake applications. War memorial play area The clerk has asked for a quote for rabbit-proof fencing.An inspection of the play area had been carried out byMBCand the report said all equipmentwas low risk and satisfactory. Harbour play area All equipmentwas reported to be low risk and satisfactory. The contract for the field rented by Mrs Jewell had been distributed to councillors. Local councilswere not subject to tax. The 2003 general disposal consent order asked that parish councils rent out at market value unless therewas as social, economic or community benefit. Itwas decided that the rent would remain the same as last year. Open spaces The clerk had met an officer fromMBCwho had confirmed that the bin would be installed at the top of School Lane. Allotments The primary schoolwas now renting an allotment. Itwas agreed that the fees and deposit should bewaived. Several parishioners had complained aboutweed spraying on the path at Bowhalls. The clerk had wrien to the allotment holder. The taps at Bowhalls and the Harbourwere to be replaced with compliant non return taps. The clerk has asked SWaring to spray off overgrown allotments. Village hall The sum of £2,800 had been ring-fenced for the car park. The clerk had asked for this money.


Yalding


Pony field The work to extend the fence would be done when the area had been dug out and cleared. Weight restriction The chairman had spoken to PCSO Morris about enforcing the weight restriction and she would arrange for this in the spring. KCCwas arranging for extra signs to be put up. Syngenta site The hedge had been cut and


the fence put back up but the chairmanwas to chase for a meeting. The old pavilion had been removed from the site. Lees car park Permissionwas needed from the Environment Agency (EA) before work could start. However, it looked likely that the rerouting of the Teise might have caused the erosion, in which case the EA should pay. Therewere a number of maintenance issues on The Beult. The temporary fence had been re-erected. Defibrillators Two new defibrillators had arrived. One had been fied at Lile Venice. Finger post The clerk had arranged for the supply of the post. KCC would contribute £150 and fit and paint the post. Welcome pack Cllr Sophie Cooper had the sample pack andwas chasing up the missing inserts.Aset of starter packs would be made up for distribution. Council land The missing fence at The Kintons had been replaced. The owner of 1 Wayside Coage had put in a gate leading to Jubilee Field and appeared to have moved the fence. The clerk would look at the drawing of the land and ask for the gate to be removed. Bus route The bus operatorwas willing to support a plan to route a bus via Yalding station. Itwas agreed that another request for this should be made to KCC. The chairman would ask residents to write request leers. Lier picking The problems with Maidstone Borough Council emptying bins and collecting lier sacks appeared to have been resolved and stronger sackswere ordered. Old tip The chairman had the land ownership details for the site in Gravely Ways. KCC had agreed to undertake work to the dangerous trees and bill the owner whowas not answering correspondence. The parish council would ask him to pay to close the entrance. Should he not respond to this itwas agreed to go ahead. UKPower The chairman had wrien toUK Power with regard to moving the sub- stations above flood level. The Ta The fencing had been replaced. Cale The calewere on The Fen. The clerk has asked Medway Valley Countryside Partnership to look into the damage the sheepwere causing to the trees. Grant requests The chairman proposed that as the £1,000 grant budget from 2015/2017 had not been spent that £650 be given to the junior cricket club and £350 to the junior football club. The clerk has asked the clubs for invoices to show how it had been spent. Yellow linesAresident had wrien to ask the parish council to consider double yellow lines on the exit corner of Aco Fields. KCC had advised that this could be dealt with at a local level. The chairman confirmed that the parish council did not have the power to do this. The leer would be forwarded to KCC but itwas doubtful that it would be approved as the Highway Code stated that there should be no parking within 15 metres of a junction. Cricket Club The club had asked for the pipe for thewater supply to be extended so that they couldwater the green more efficiently. This work could be done at no cost with Community Payback. Councillors were happy to support this. Parking at schoolAresident had asked if the parish council could ask the school to ask parents to park more considerately. It was confirmed that the school already did this in the termly newsleer.
