Broomfield and Kingswood
County councillor’s report KCC Cllr Jenny While said that Emma Hickling of Kingswood Primary School had done an outstanding job with her report to the education department regarding educational mobility. Councillors asked Cllr While to forward details of the verge and hedge cuing rota as the clerkwas receiving complaints about the conditions and visual splay along the rural roads and junction. Increase Councillors requested support from Maidstoneward Cllr Gill Fort for their application to increase the number of parish councillors from nine to 11. Cllr Fort and Yasmine Gordine, the borough’s parish liaison officer, agreed to make enquiries on the parish council’s behalf. Sports field Leeds and Kingswood Scout Group had asked to light campfires and barbecues near the Scout hut. Councillors agreed to allow the group to have barbecues at the front of the Scout hut, also to have limited fires as long as theywere completely contained in a container/drum. Handyman John Baker did not wish to continue as the parish handyman. The clerk was asked to advertise the position.

StreetlightAn electricianwas finally found who could fix the light in MercerWay. He replaced the lamp holder and fied a new photo cell, re-wired and cleaned the shade. His charge of £180 plus VATwas approved. Defibrillator The clerk had received just two responses regarding defibrillator training. Cllr ChrisWebb suggested that it be co- ordinated with the next Shop on the Green training and that Lilypie should be invited. Lier picking The council considered an increase in Garry James’ pay for lier picking as he did more thanwas expected of him. Itwas agreed that his pay should rise from £7.50 to £12 perweek. Football pitch Council considered a request from Coxheath and Farleigh FC men’s team

to hire the pitch on Sunday mornings. This was agreed. Chairman’s report Cllr Peter Forknall said he had cut back the overhanging hedges along the footpath to the playing field as it couldn’twait for KCC to do it. There had been flytipping in Brishing Lane. Cleaner Cllr Valerie Underdownwas to advertise in the Village News for an occasional cleaner for the pavilion. Cllr Webb suggested a sign should be put up in the pavilion asking hirers to leave it as they would expect to find it. Chart Corner Highways had confirmed that they would repaint the junction markings in the evenings to avoid congestion.
East Farleigh
Recreation and play areas Barge Landscapes would fit the new net on the multiplay at Vicarage Lane. The clerk would get a date and tell Cllr Peter Beasley so he could meet them to discuss the turf issue. Heritage AnneWiddecombe had now wrien the foreword to the pamphlet on the village’s historical heritage and ecology. SpeedWatch Cllr Beasley circulated reports on recent deployments. Garden competition Cllrs Beasley and Alan White would judge. Hadlow College had donated garden vouchers as prizes. Speed limit Council had received a leer from Richard Yaxley, chairman of the Almshouses Trustees, asking for help with geing a 20mph speed limit in Workhouse Lane and possibly a width restriction. Council, advised writing to the joint transportation board at Maidstone Council and geing a petition organised. Council would support this. Local Plan Itwas agreed that council would support Kent Association of Local Councils’ representations on the Local Plan but would not commit to contributing to funding a professional to speak on its behalf until there was more information.
East Suon
Notice board Locks had been renewed on the two notice boards. Play areaAreport pointed out that the tarmac surfacewas very thin and therewere holes in it. The anchor bolt on the picnic tablewas coming out.
Langley
Footpath Kent Highway Services had confirmed that the footpath along Horseshoes Lanewas scheduled to be cut back. Hip twister exerciser This had been repaired, although further ground remedial work might be required. Tree The tree in the village hall car park had been felled. Wall Five emails had been received from residents about awall that had been erected at the end of Grasslands/boundary of Leeds Castle estate to deal with bank slippage onto neighbouring garages. This had now been blocked and a cut through used to access a public footpath to the woods. The parish council noted that while this had been a well-used access over a long period of time, itwas not a definitive right ofway and would therefore not wish to get involved in boundary issues between neighbours and residents. Itwas agreed that councillors
would carry out a site visit. Suon Road The chairman had been appointed to the delivery commiee in relation to the outline planning application for land south of Suon Road which had now been approved by the borough council. This would allow the parish council to ensure that an acceptable rural buffer is designated and for this to be placed into the Langley Amenity Trust.
Loose
Chairman Cllr Vianne Gibbonswas re- elected as chairman andwas thanked for all her dedication to the role. Cllr Charlie Hollisterwas re-elected as vice-chairman. SouthernWater The clerk would find out why therewere no longer any responses from emails sent to SouthernWater. Allowances Members did not wish to receive allowances as parish councillors. Out of pocket expenses would continue to be reimbursed to cover travel and other items such as stationery. This did not include the chairman’s allowance, which is agreed during the seing of the budgets by the finance commiee. Pram race This event due to be held at Brooks Field InAugust had been cancelled. Asbestos Regarding the removal of asbestos from the shed on Brooks Field, the resident bordering the field wished to have a site meeting with the parish council. This would be arranged with the resident. Cemetery Two councillors would check the state of the memorial stones. Boulder Clancy Docra had removed the boulder next to the allotments but debris following the exercise had caused concern. After a further survey, it appeared that the vegetation needed to re-establish itself which would help the erosion of the surface. The situation would be monitored.
Marden
Co-option Sean Harveywas co-opted to fill the vacancy on the parish council. Communitywarden Mira Martin continued to work with vulnerable people and had met with the chairman of Marden Minors FC to discuss an under 16/18 team. She had been working with Kent Police regarding the young people especially following incidents at the new
development.The parish chairman had met with the PCSO and communitywarden along with Cllr Newton and the clerk and antisocial behaviour concerns around the parishwere raised. The PCSOwas in communication with Golding Homes and the Redrow site manager. Itwas hoped that future meetings could be arranged with Redrow. Outdoor theatreArequest had been received asking for councillors to consider hiring Southons Field for theatre/plays in 2017. Councillors agreed in principle, but concernwas raised regarding parking facilities. The clerkwas asked to investigate more details and to speak with Southeastern for a goodwill gesture of providing free/reduced parking. Consultation RegardingHMTreasury consultation on government lending to local authorities, councillors agreed to respond seeking an end to the premium charged by the Public Works Loan Board for early repayment of loans.
