Trackway Borough Cllr Mahew Balfour and Kent County Council (KCC) Cllr Sarah Hohler had met with the manager of the Angel Inn and some of the residents from around the Green to discuss a proposal to reduce the extent of the yellow lines at the junction of Millhouse Lane and Troiscliffe Road, while still protecting the junction.A slightly revised scheme would hopefully be acceptable to Tonbridge and Malling Council. Crime report A house in Sandy Lane, Addington, had been broken into. Seven Mile Lane KCC had carried out remedial work on the approach lanes on the A20 to the roundabout. Play equipment The funding of replacement equipment at the recreation groundwas discussed again.A plea for funding would be placed on the parish councilwebsite. Funding review Regarding Tonbridge and Malling Council’s review of funding arrangements with parish councils, the clerkwas asked to respond to the consultation stating that memberswere disappointed that the borough was puing more pressure on parish council budgets to save itself money. Itwas feared that the parish council would be forced to increase its budget if itwas to continue supporting the recreation ground, village hall and churchyard. The clerkwas also asked to warn the village hall and recreation ground commiee and the parochial church council that the borough fundingwas likely to be cut. Highways Concern about the condition of the trees in Troiscliffe Road bordering the golf club had been reported to KCC. Village hall The replacement windows and guering for the village hall, which were damaged when a caravan exploded in the car park on December 31, have now been ordered. Trees Neil Moulton, the treewarden for Troiscliffe, had produced a summary of some of the trees he felt couldwarrant being protected and would contact the Tonbridge and Malling tree officer to discuss this. Village green KCC had advised the clerk that UK Power Networks would rectify the damage to the green. Another section of the green had been damaged by a vehicle mounting the kerb. The clerk would ask the grass cuing contractor to repair this area. Itwas unclear why and when the locking post on the trackway had been removed. Members resolved to postpone any decision about controlled parking on the trackway until after the new proposed yellow lines had been installed. Lorries Three lorrieswere regularly being parked at Mayhill Bungalow.
Aylesford
Chairman Cllr John Balcombewas elected chairman for the forthcoming year with Cllr Thomas Shelley as vice-chairman. Co-opted Colin Joneswas co-opted on to the parish council as a councillor for Eccles ward. Therewere currently three vacancies in Aylesford Southward. Village square Nick Bestwick asked whether the council would extend the consultation on the village square scheme beyond those residents directly adjacent to the square. The council gave the assurance

that other residents in the centre of the village would be consulted. Bull Lane KCC Cllr Peter Homewood said work on the Ecckes crossing in Bull Lane was expect to start inAugust.
Birling
Parking Plans had been drawn up for bollards, funded by KCC Cllr Sarah Hohler, to restrict HGV parking in Birling Road. The clerk would ask if the cost would be split between Birling and Leybourne and if there would be any finance remaining which could be used for another purpose. Steps The clerk had reported the broken step opposite the church to the public rights ofway officer. Repairs would be carried out by KCC. Bull Road Damage to edging of traffic calming in Bull Road had been reported. Flytipping This had been reported on the approach to the bridge and in the stream in Bull Road. Traffic Therewere comments on the Birling Facebook page about the increasing volume of traffic through the village and the speeds at which vehicleswere travelling. The clerk would find out from Cllr Hohler if sufficient fundswere available to finance a survey. Planning An application for the demolition of a house in Masters Lane and replacement with three houses had been approved by Tonbridge and Malling Council. GiftA card and bole of wine would be delivered to Ron Nudd who has resigned for health reasons after nine years on the parish council.
East Peckham
Elected Cllr StephanieWatsonwas elected chairman for the forthcoming year with Cllr Peter Crawford as vice-chairman. Planting An order had been placed with Amethyst Horticulture for the seven tiered summer planting arrangements for the village centre. Jubilee Hall and playing fieldsA new weekly fitness class – piloxing – would be starting. The clerkwas looking atways to use the outdoor areas andwas keen to see activities such as cycling, running and archery being offered. The toilet refurbishment had been completed except for the hand driers.A quote for the refurbishment of the kitchen was awaited. Minster Cleaning Services would be engaged to carry out the annual cleaning and polishing of the premises. Allotments The insurance selement had been received and discussionswere taking place with the allotment panel on the preferred replacement shed. Therewere currently a few vacant plots. Pop up skateparkA fantastic daywas enjoyed by the 60 children at the pop up skatepark. Itwas lovely to see them have fun and using the playing fields.A special thank youwent to Martha Hodgson, Caitlin Bell, Kirsten Young-Rogers, Oliver Brown and Justin Gregory for raising a brilliant £32.50 from selling drinks, sweets, crisps and cakes, with a further £20 donation received from the ice cream van. The money will go towards activities for village youngsters. Itwas hoped that the parish council would be able to bring the
skatepark back while fundraising for a permanent facility. Support from parents was very encouraging. ScoutsA grant of £200was agreed to East Peckham Scouts, whowere celebrating their centenary with events including a Scouting activity day. East Peckham Surgery Funds of £15,764 had been earmarked within the parish council’s reserves towards refurbishment costs.A similar amount would be available in 2016/17. CCTV Cllr Murray Hodgson, the CCTV portfolio holder, would liaise with the landlord of the Merry Boys public house. He would research and cost the feasibility of relocating the CCTV at the Merry Boys public house to the village centre.
Kings Hill
Road safety A leer had been sent to Tonbridge and Malling Council expressing concerns about ClarenceWay and a responsewas awaited. The borough council would be contacted again for a reply. Water leak Thewater leak at the Kings Hill allotment site had been stopped and final repairswere to be carried out by the contractors as soon as possible. Council tax reduction grant The parish council had queried the areas within Kings Hill where a special charge would be made by Tonbridge and Malling Council as inaccurate.A response had been received in agreement and corrections to the locations would be carried out. Parish portal report Therewere 26 reports logged with KCC Highways, of which 11 were outstanding. These included a damaged footway, two hedge cuing, and three street light maers. Bench Itwas agreed to continue with the investigation into funding of a bench at the cricket oval to commemorate the Queen’s 90th birthday. Planning The council objected to an application to enlarge an extension at 37 CardinalWalk, Kings Hill, as therewere concerns over the impact to street scene, a lamp column located on the edge of designated parking space obstructing the proposed parking and a query raised about the ownership of the footway in front of the driveway. An objectionwas also made to an application for an extension at 24 Hazen Road, Kings Hill. Therewere concerns about the lack of defined designated parking in front of the property. The size of the extension would be out of character with the street scene. Allotments Itwas resolved that the completion of the 400th house on Phase 3 should be put forward as the trigger for the implementation of a new allotment site on Kings Hill.

Police report A shedwas broken into in Church Road. The doorwas damaged but nothing was taken. Damagewas done at Kentfield Farm, where boatswere smashed and signs, fire extinguishers and trout food were thrown into the lake. CCTV footage was being looked at.
