Confederation applauds European Commission’s Energy Union Package

Commission, and its emphasis on delivering competitive energy prices, investing in the bioeconomy and establishing synergies between the energy efficiency, resource efficiency and circular economy policies, has been welcomed by the paper industry in Europe. “This package is the last chance to make energy markets in Europe work,” said Marco Mensink, director general of the Confederation of European Paper Industries (CEPI). “The success of the Energy Union no longer depends on the Commission, but on member states’ willingness to ‘walk the talk’. CEPI expects national governments to

urgently give their support to make the package a reality. A strong EU energy regulator is part of the solution. “In this case, ‘more Europe’ is the answer to the industry and consumers’ need for affordable and competitive energy,” he added. In a statement, CEPI said that the package recognises that energy costs for industry in Europe are uncompetitive, and acknowledges that the root of the problem lies in the levies, taxes and additional costs energy consumers are charged for by the member states. If no measures are taken, the need for capacity payments will add yet another layer of costs, affecting all European energy consumers. “CEPI has great expectations for a number of key elements to

be later defined in the package proposal. The Commission indicates renewable support schemes would need to be rationalised. The system of subsidies for burning wood for energy can no longer be sustained. Furthermore, establishing an EU biomass supply policy is urgently needed. In addition, energy recovery from waste should be limited to non-recyclable fractions, in line with the waste hierarchy and the requirements for separate collection.” Among the first proposed actions, the Emission Trading System reform offers the possibility to turn the ETS into a tool that rewards investments in low-carbon technologies, while ensuring industrial competitiveness. Technical university to be funded in Uruguay by UPM

UPM, the $10bn global bio- products and forest industry giant, has teamed up with the Technological University of Uruguay (UTEC) to build a new Regional Technological University (ITR) in Fray Bentos to advance technical skills and engineering experti se in rural Uruguay. The regional university will specialize in mechatronics, renewable energy, transport and logisti cs.

March/April 2015 The region is home to a

community of more than 4,000 students who will now be able to complete university studies without having to leave their home towns. The constructi on of the Fray Bentos ITR is esti mated to take 14 months. “This investment is a token of UPM’s commitment to Uruguay. It shows how our company strengthens the communiti es in which it operates by supporti ng

educati on and the development of the local forestry sector. We are happy to announce this cooperati on now that UPM is celebrati ng its 25th anniversary in Uruguay,” says Juha Kääriäinen, vice president of UPM’s Uruguay Operati ons. “Being able to hire highly qualifi ed local talent is very important to us. This investment in educati on will create further development opportuniti es for

This should be part of the combined initiative on the internal energy market, together with the review of the Energy Efficiency Directive and the Guidelines on State Aid for Environmental Protection and Energy.

generati ons to come, enhancing the overall competi ti veness of the forest industry in Uruguay in the future,” adds Kääriäinen. Under the agreement, UPM will fund the university, which will be based on a cooperati ve model between industry and the academia, maximizing mutual benefi t from each other’s capabiliti es. Students will be able to parti cipate in internships and hands-on training in the Uruguayan agro-industrial sector. Both parti es will encourage UPM technicians and professionals to parti cipate in Fray Bentos ITR courses. UPM and UTEC will also work on joint R&D projects.
