Bike racing Cllr AndrewWells reported on a meeting with the police at which he had asked about the motorcycle racing on Seven Mile Lane. Police were aware and had power to issue dispersal orders but there were very few motorcycle officers in Kent and it was felt that only a few motorcyclists were speeding or causing a nuisance. It was agreed to contact East Peckham and Offham parish councils to ask what suggestions they had for dealing with bike racing.Afurther meeting with the police was planned. Signs Polite signs asking drivers to park considerately had been installed near the school. These were not police signs and it was not known who had installed them.


Ryarsh


Planning There were no objections to an application for an extension to provide a utility room at Church Farm Oast, Church Road. An amended proposal forMillhurst, Roughetts Road, had been approved by Tonbridge and Malling Council. Police report There had been the theft of a vehicle this month. It was also reported that a pedestrian had sustained a broken hand and was threatened by a motorist in Birling. The police had been given a vehicle registration number and were investigating. Play area It was agreed that mesh-style matting would be more appropriate than artificial grass. Roller Platt Cricket Club was considering whether to lease or buy the roller and a decision would be made shortly at its annual meeting. Bus shelter Maintenance work was required on the bus shelter and a grant was available for some of the money. The parish council had agreed to spend £2,000 towards play equipment but could decide to invest that money in the bus shelter instead. The clerk was asked to forward details of play equipment to the councillors. Air ambulance Adonation of £20 was agreed. An annual donation would be considered at the end of the year. Steetlights The light on The Street outside Carrills Cottage had not worked since operators visited a few weeks earlier.A report from UKPN about works required to update the street lights in the village was still awaited. VegetationAresident recently cut back the vegetation on Birling Road to keep the pavement clear. The field had recently been purchased and the clerk would contact the owner asking him to keep the footpath clear. Highways The clerk was asked to obtain an update of works needed following the flooding ofWorkhouse Road. There were two issues – possible overfilling and drainage. An update was also requested on the clearing of debris required at the stream onWoodgate Road. Churchyard The churchwarden had been in contact regarding the churchyard gardening. The parish council had agreed to pay up to £1,200, which included the payment from the borough council of £827. The actual costs this year might


exceed £1,200 and the church said it could not fund any extra costs and felt the fee of £110 per cut was high. The parish council had appointed Cllr Alan Jenner to complete the gardening, who estimated the funding could last until early September depending on the weather. Councillors felt they could not provide extra money when there were other demands on parish funds. The offer to fund work up to £1,200 would continue this year, but the churchmight have to be more pro-active, organising working groups to carry out any additional gardening. Next year the council would consider passing the money directly to the church so it could run the contract and organise cuts. Retiring Cllr Jenner announced he would retire from the parish council from September after 13 years service and was thanked for his hard work and commitment.


Snodland Town


Poppy appeal The Royal British Legion needed a new Poppy Appeal organiser for Snodland. It needed someone who would be responsible for ordering the poppies, counting and banking the cash collected, and the management and co-ordination of the team. Anyone who was organised and had time to spare, mostly in November, was asked to contact JaneAyres, community fundraiser forWest Kent on 01622 793194 or e-mail jayers@britishlegion.org.uk. Open day The newly-extended Snodland Community Centre was said to be available for weddings. New facilities included a spacious kitchen, bar facilities, ample parking and a beautiful location. info@snodlandcommunity centre.org. Parking About 70 parking spaces at Brooklands Lake car park had been made available to staff working at South East Water. It was hoped that the agreement between the town council and South East Water would encourage employees to move cars from the Rocfort Road and High Street areas and free up parking for local residents and shoppers.


Wateringbury


New councillor MichaelWells was co- opted on to the parish council. He lives in the Pizienwell area so will be able to represent this part of the village. Allotments There were two overgrown plots which would be vacated at the end of the season. Crime reportArear garden shed in Bow Road was accessed and various items stolen.Acanopy was stolen while stored under the tarpaulin of a boat at the marina.Acannabis plant was found when police went to an address in Bow Road and the suspect was being taken to court. Afence post in Bow Road was damaged and the offender had been dealt with by police. Fete The village fete was a great success and was well aended. The sports and recreation association raised £1,300 and


the various stallholders also raised funds for their organisations. The commiee hoped more helpers would come forward in future. Disturbance Village warden John Ibbs was called to a disturbance at the fields caused by a group of out-of-village youths. He was unable to calm the situation and the police were called to disperse the group who le behind much broken glass. Village hall The volunteer maintenance team continued to meet one aernoon a week to keep up the high quality of the facilities.Alock was being put on the gate to the grassed play area, as despite the No Dogs notice, the team was having to remove canine waste on a regular basis. Planning The parish council had no objections to the following applications: 13 Bow Terrace – extensions; 20 The Brucks – extensions; 9 Leney Road – garage conversion, extension and porch; The Oasts, Manor Farm, Tonbridge Road, listed building – replacement of roen timbers and repainting of chimney stacks from grey to black. Trees As long as the tree officer was satisfied, the parish council had no objections to pruning of a mature yew tree at The Beck, 333 Tonbridge Road, and the felling of a horse chestnut tree said to totally dominate the back garden at 6 Phoenix Drive.


West Peckham


Crime Since the last meeting there had been one reported crime – a burglary at stables along Swanton Road. Flytipping continues to be a problem within the parish. Drains Outstanding drain issues in Forge Lane would be progressed by KCC Cllr Mahew Balfour. Planning An application for additional solar panels to a new dwelling under construction at Court Lodge Farm, The Green was considered. Objections were raised regarding the increased number of panels and their location. No objections were raised to an application for removal and works to trees at Cobtree House, The Green. Trees The ownership of the tree close to the telephone box was unclear and a Land Registry search would be done. There was a falling tree in a dangerous location along Gover Hill, close to the bend and it was causing motorists to swerve suddenly to the opposite side of the road. The landowner would be contacted and asked to remove it. Fete Thanks went to Paul Spensley and all involved in helping to make the fete such a huge success. Firework display The location of this year’s display was discussed and it was agreed to talk to Mr and Mrs Edwards about possible options. R Evans had offered to continue with the display and members of the parish council’s firework display commiee would continue to support and assist him. BonfiresAresident had complained about the number of bonfires in the parish, particularly during the day. It was agreed that sometimes bonfires were necessary but there did seem to have been an increase recently. All residents were asked to be considerate to their neighbours about the times and frequency of bonfires.
