Police report PCSO Laura Bullen reported that travellers, who had broken a gate to gain entry to a field, had been in Leybourne. Another set of Irish travellers had attempted to get onto sites in Stansted. Officers from Snodland were still keeping an eye on the village hall car park but the parish council had received no further reports of anti-social activity. Local plan No data was yet available on the local plan so the parish council had no idea of whether any local landowners had submitted suggested sites. Cllr Guy Nevill declared an interest in this item but was asked to comment. He advised that Birling Estate had put forward three proposals for two sites. The first, to the west of Bull Road, could allow a development of around eight dwellings by continuing the run of housing down the road. Alarger area from Bull Road to Masters Lane could accomodate about 20 dwellings and mirror Birling Park in scale. Some form of recreation area, possibly a cricket pitch, tennis courts, village green or play area could be incorporated. The second site put forward was at the bottom of the field opposite the more recent Clacketts Farm development. It would mirror the existing Clacketts houses, taking it to the Birling boundary. Any development should be in keeping with the village. Chairman Jackie Westwood advised she had recently completed an online questionnaire stating that Birling Parish Council would not necessarily object if there was not an allocation of affordable housing. Alack of facilities such as shops and public transport did not always encourage people to move to rural locations. Churchyard The probation service was again helping to maintain the churchyard. Footpath The extension to the handrail and steps on the footpath opposite the church was due to be done towards the end of August. HGV sign KCC had advised there was a delay. The sign had been ordered but an installation date was yet to be arranged. War memorial The cleaning and re- lettering had been completed. Councillors commented on how good it now looked. Flower festival plant stall The parish council would prefer not to be involved but councillors would continue to provide support on a personal basis. Church clock The parish council had been asked by the parochial church council to call out Public Clocks as the clock had stopped following maintenance work. Public Clocks had inspected the clock and found that the power supply had been switched off at the mains but could find no reason for this. An invoice for £90 plus VAT had been received which the parish council agreed to pay and would advise the PCC that the amount would be deducted from money to be paid later in the year. Postcode The chairman had received a call from a resident of Sandy Lane who thought that having a Snodland postcode was adversely affecting the value of his property. She advised him that the parish council had no jurisdiction over postcodes and referred him to the borough council.


40 Malling August 2014 East Peckham


Planning No objection was made in principle to an application for the change of use of a former agricultural building to a dwelling at Oakley House, Stilstead Farm, Tonbridge Road. However, the parish council said that it was opposed to the further development of agricultural land and/or buildings and did not want a precedent set with further developments of this nature. Social club Tonbridge and Malling Council had approved redevelopment of the former East Peckham Social Club site at The Freehold with demolition of existing building and construction of four four-bedroom houses with access road, garaging and car parking. Pool house Approval had been granted by the borough council for a garage and pool house at Hextall Cottage, 67 Martins Lane, East Peckham. Old Road bus stops Kent Highway Services had confirmed that the yellow road markings would be repainted shortly. Yellow lines The parish council’s request for double yellow lines at Chidley Cross Road and the junction of Pound Road/Church Lane had been forwarded to the borough council. Overgrown vegetation In response to numerous complaints, a KCC public rights of way officer had advised that the paths were included on the cutting schedule to receive two cuts per year and that the first cut should have been completed by mid-July with the second cut being carried out in September.


Hadlow


Borough report Borough Cllr Janet Sergison reported on changes to ward boundaries from May 2015. Hadlow and Golden Green would be combined with East Peckham to form the Hadlow and East Peckham ward. Mereworth andWest Peckham would become part of the Downs and Mereworth ward. Public time Mr Hurling (Hadlow Park representative) asked that appreciation for the service to the community by Raj and Kumud at the local food store be recorded and the work of the Speedwatch volunteers be acknowledged. Dog fouling Continued concern was expressed over dog fouling in the parish. Speed on A26Aresident expressed concern over speeding vehicles on the A26 from Three Elm Lane to Ashes Lane. It was thought this matter was under consideration with KCC and the borough council. Planning The parish council objected to an application for extensions at 4 Kenward Court, Hadlow, due to a reduction of parking spaces below those set by previous development applications. Walking leaflets Approval was given to the costs for printing 250 of each of the four leaflets, totalling £580, and the design of those leaflets at £500.


Kings Hill


Co-option Cllr Paul Lambotte was co- opted to fill the vacancy on the council. PoliceAmeeting with the new police inspector for the area had been arranged


for September 2. The format of monthly crime and incident reports would be discussed. Community enhancement fund It was resolved to apply for two evacuation chairs for the community centre and sports park and a defibrillator for the sports park. Memorial No memorial garden had been considered as part of the phase three application. This would be flagged with Liberty Property Trust. High speed The press had reported that a new high speed train service was being created for Snodland due to an extra 500 homes being built. Concern was raised thatWest Malling had not had a similar upgrade in its train line with the additional homes being built in the area.


Mereworth


Butchers LaneAletter had been received from a resident requesting width restrictions to prevent lorries using Butchers Lane. The chairman pointed out that width restrictions were already signed from all approaches to Mereworth. It was reported that several large articulated vehicles had tried to access Butchers Lane having been directed by sat navs but residents had sent them back. Hedge The resident of Butchers Lane who had been asked to cut back her hedge wished the parish council to be made aware that the obstruction to the width of the road was caused by lorries parking while delivering goods to the building works opposite her property and that her hedge had been cut back. She was thanked for her co-operation. BusesAresident had complained about buses being driven at speed on The Street. It was felt that traffic speeds were perceived as greater than they actually were and that Mereworth had a good bus service and would like to retain this. Parking Residents were concerned that cars were still being parked dangerously at junctions. Cllr Jenny Thorogood had placed notices on these vehicles asking drivers to park considerately but to no avail. She would put more notices on them. Kent Street/A228Aresident reported on a meeting with KCC officers regarding Kent Street/A228 improvements at which it was indicated that improved sight lines, a pelican crossing and extension of the 30mph speed limit were all on the list of works to be done. The chairman explained that a scheme had yet to be planned and costed. An ecological survey was being undertaken. There was also concern regarding the very smelly lorries travelling on the A228 to Blaise Farm composting site. Residents felt the infrastructure was not adequate for the number of vehicles that would be created by the new housing development planned under phase three at Kings Hill and if there was a phase four, then traffic would get heavier. There was a need for a by- pass. It was agreed that the chairman would attend the phase three planning meetings and would speak on behalf of the parish council objecting on the grounds of lack of infrastructure. Churchyard Grass mowing at the churchyard was still not entirely satisfactory but would be monitored.
