These issues and misconceptions can create much confusion and stress for some families at a time of great change and we urge that more is done to make it clear that priority treatment is neither automatic nor a right, and that service leavers understand the process and considerations involved.
It was of note that nearly half of all survey participants were not aware of the numerous home ownership schemes available to members of the Armed Forces. More needs to be done to ensure that all families, whether they are considering applying for social housing or a mortgage, are made aware of their entitlements and the support that already exists through organisations such as the Joint Service Housing Advice Office (JSHAO).

The 2012 Armed Forces Covenant Annual Report states that within the DIO Housing Operations element, fundamental changes have been made to the way in which SFA is applied for, and allocated; the processes have been standardised; there is increased transparency and overall efficiency has improved. DIO states that progress has also been made on the quality of housing provided for Service families in the UK, with 94% now in the top two of four standards.
We received very many comments from families who have engaged with DIO in recent months (Figure 5). Whilst 15% felt there had been improvements made to the application and allocations process, many who took part in the survey had been caught up in the problems we saw during the DIO transition programme last year and it was evident that they were still angry and frustrated at their experiences.
