At present the South- ern States lot alone would not allow for parking. Additional adjoining lots would also need to be purchased, and at pres- ent those lots lie outside of the town limits while the main building lot is within the town limits.

ing the library outside of town limits are naturally expressing their attachment to both the social, aesthetic, and historical role the Old Market House loca- tion has provided to the com- munity, “ says Library Trustee Mark Wirt. Taylor agrees. “It is easy to understand the community’s attachment to the Old Market House, however, we have an opportunity to create a library that will serve Shepherdstown and the county for many years by utilizing both the brown- field and the downtown Market House.” While it is not yet deter-


mined how the Market House will be used in the future, the building will continue to be a part of the library. According to


Taylor possible future uses for the Market House may include using it as a reading room, or as a programming space open to the community or a special col- lections facility. “There are a number of exciting library ser- vice options open to us at the downtown location. We do not plan on abandoning the Market House.” said Taylor. At least one library board member, Linda Shea, believes the Knode property deserves more consideration. Shea rec- ognizes the drawbacks, namely the issues relating to trains-- like safety, noise, traffic, and pesticide use, as well as the need for adjoining additional lots to allow for adequate park- ing and reclaiming/renovating an existing building that may itself be an environmental haz- ard.


Shea suggested that there


may be cost-effective solu- tions to the downsides of the Knode site. She does agree that it would take time to deter- mine those and that at present there are a number of uncer- tainties including how much the Knode property/properties would cost. Thus far all contact between the owner and the li- brary board has been informal.

cluding Shea, have twice signed resolutions that they are com- mitted to relocating to the town-dump site. Shea however, has expressed some regret at not being more vocal. She is concerned that locating the li- brary out of town reduces its visibility and may cause some influential donors not to sup- port the capital campaign. Wirt suggests that Shea voic-


ing her point of view is direct evidence that the board has done its due diligence in con- sidering all the options avail- able for relocation. “I was one of the very last board members to sign on to the dumpsite. I live within walking distance of the library myself. But when I consider the library’s overall mission, and the results of the public surveys in conjunction with the environmental mer- its of the vision of the new site versus all the drawbacks and uncertainties involved in pur- suing a new site, its obvious to me we are making the right choice,” said Wirt.
