are we going to purchase those access rights? Why don’t we build overpasses and eliminate all the traffic lights on the so- called bypass and along Route 340N? Why are we required to waste time and gas waiting for the lights to change so that we can make a right turn onto the so-called “By-Pass?” In the in- terim, why can’t we have accel- eration lanes that would seam- lessly allow us to enter the flow of traffic? Those acceleration lanes could be designed to be- come a part of the future nar- row footprint overpass. 5. Acquire rights-of-way
for bike paths. Are there any landowners out there who would be willing to donate ad- ditional public use rights to facilitate bike paths along the side of the major transporta- tion arteries? And are the pub- lic utilities willing to allow the County to build bike paths on their right of ways? If either is not willing to voluntarily pro- mote bike paths, do we have the commitment and political will to require our delegation to the WV Legislature to enable the construction of those bike paths? 6. Widen Route 340 to the Maryland line. Why don’t we
make Route 340N from the stop light in Bolivar to the Maryland state line into a four lane divid- ed highway? We could build a second bridge over the Shenan- doah; construct a beautiful na- tive limestone-faced “sea wall” along the high water marks of the rivers with easy access to the river; fill it in to provide the required land; plant a greenway with tall trees so that the view from Jefferson’ Rock would be preserved; and shift the blame for the multi-mile traffic back- ups onto Virginia and Mary- land. 7. Coordinate ride share programs and carpool lots. Why can’t we have a Park and Ride sharing Program that sup- ports transit usage, carpooling, takes vehicles off local streets and roads and the highway sys- tem, and reduces our consump- tion of foreign oil? The Federal Transportation Act includes a federal grant program that provides funding for such to each State annually. The Com- munity Development Block Grant (CDBG) program provides funding for park-and-ride lots. The Regional Surface Transpor- tation Program (RSTP) funds coordination for low-tech pro- grams like ride-share match-
ing. Federal earmarks can be used to fund park-and-ride projects. Maybe all these ideas won’t
be embraced by everyone. And surely there are other ideas out there. The point is, if we don’t have the courage to plan for the future, the problems of the future will be our own fault.
