regulatory changes in terms of locations where VLTs can be installed and of the award of new gaming licenses.


Indeed, regulations passed in July 2011 still require (as prescribed in the past) that the gaming halls where VLTs are installed only in halls fully dedicated to gaming activities, but now allowed a much higher level of flexibility in the provision of food and beverage services within the gaming halls in which up to 150 VLTs can be installed. This is likely to lead to the opening up of more and more VLT gaming halls also in touristic locations in the southern of Italy for instance. For this purpose, VLT licensees are developing franchising formats to be reproduced all over the country, coupling them with additional services (hotels, restaurants, concerts, etc.) able to better host tourists that will have a further reason to visit Italy.


Moreover, at the same time the Italian Gaming Authority is in the process of awarding new VLT licenses and renew the ones of the current operators.


However, it is worth mentioning that an Italian VLT license is required only to entities connecting VLTs to the servers of the Gaming Authority, while managers of gaming halls, machine/game suppliers and any technology and service provider to the benefit of licensees and gaming halls do not need any license but just the enrollment in a dedicated registry in specific circumstance.


This circumstance makes the entrance into the market much easier for new entrants even though it is worth to mention that for machine suppliers the biggest hurdle is given by the technical requirements to comply with. Indeed such requirements are quite stringent and the Gambling Authority has to approve the compliance of the machines with such standards. However, new regulations allowing the so called “cross ticketing” i.e. the possibility for players to play a ticket purchased from a licensee in the machines of the different machine suppliers of the same licensee should further allow the possibility to have gaming halls where machines of different suppliers are installed.


The above might represent a massive opportunity for gaming and non-gaming operators that might bring their know-how into the Italian market.
