In 2000, Casinos Austria was granted Goa’s first riverboat gaming licence for the Caravela ship, with local joint venture partner Advani Resorts. Subsequent amendments in 2002 banned foreign participation in gaming operations in Goa, making the Austrian gaming firm the only foreign casino operator in India. When Thunderbird Resorts open in Daman this will be only the second operator with foreign participation. Sheldon Adelson, the billionaire head of Las Vegas Sands Corp. , which operates casinos in Macau and Singapore, has in the past expressed interest in India.
In the second week of September Indian gaming and hospitality firm Delta Corp hired Citigroup and UBS to evaluate possible investment in its business, a move that could potentially bring foreign players into the country’s small and restrictive gaming sector. It was reported in the International press during September 2011 that Delta were in talks with MGM Resorts International to sell a stake, and that there was also interest from Caesars Entertainment. A spokesman for U.S.-based MGM Resorts told Reuters at the beginning of September that the casino and resort operator was monitoring developments in India and would wait for a legal and regulatory structure that would allow it to invest in Asia’s third-largest economy.
