compensate the T oroughbred interests for the debt owed to them by Rosecroft. All lawsuits and counter-lawsuits were dismissed. All of this clears the way for the new owner of Rosecroft, Penn National Gaming, Inc. to proceed as planned. Last month, PNG (oper- ating under the name Prince George’s Racing Ventures LLC) fi led an application with the Maryland Racing Commission to resume live racing by the end of the year. Now that Penn National has sold its ownership stake in the Maryland Jockey Club (owners of Laurel and Pimlico T oroughbred racetracks), it is eligible to host harness racing (pending approval by the Racing Commission). PNG is also trying to renegotiate the


revised simulcasting agreement between Rosecroft and the thoroughbred interests to broadcast thoroughbred races at the track. A new state law that provides slots subsidies to the Jockey Club and Rosecroft requires the parties to agree to a new simulcast deal. Let’s hope this “summer of resolutions and reconcili- ations” continues, and a deal is soon reached.

Bill Banning Animal Ownership Does Not Go Far Enough “I really appreciate your publication and that


your articles are informative and accurate. I was reviewing May issue and saw your re-


view of Maryland legislation. I was a little disappointed that you didn’t go so far as to inform your readers that while the title sounded impressive, the fi nal content– sometimes–was somewhat disappointing. For example, in House Bill 227, the initial language (which allowed courts to prohibit ownership up to and includ- ing lifetime bans) was great. T e fi nal language gives the court the option to impose restrictions ONLY for the dura- tion of the period of probation and only prohibits owning, possessing or resid-


ing with an animal. T e bill language should have also prohibited the defendant from caring for animals. As it is currently written, it is my opinion that a person could be on probation for cruelty to equines and still be employed at an equine facility or volunteer at a rescue facility. Keep up the good work.”
