mer refused the club’s planning application, claiming it would be “akin to a lower level foot- ball stadium” in a rural area and unsustainable location. But Government planning in- spector Paul Clark has over- turned this decision on appeal, meaning the club can go ahead with its expansion plans and enter the Kent League, perform- ances permitting. Despite win- ning the Kent County League on numerous occasions, the club has been unable to accept pro- motion to the Kent League with- out upgrading its facilities. The inspector re- ported: “Even if the club were to succeed in that ambition, there is no sugges- tion that a greater number of games would have to be played. No increase is proposed in the number of pitches or the size of the chang- ing rooms, so there could be no greater intensity of use by play- ers at any one time as a result of the proposals. “The floodlights would lead
and its ability to sustain more frequent use. “On the evidence of atten- dances at the higher level which the club aspires to, aver- age spectator numbers might double but only for those fix- tures played at that higher level. Since spectator numbers at those games represent only a proportion of the total level of activity at the site, I conclude that the proposals would not lead to a significant intensifica- tion of use but could lead to ex- tended frequency of use of one of the three pitches.” Mr Clark accepted that most

of the club’s members arrive by car from Bearsted and reach the ground via Otham village centre. However, he added: “I have concluded that there is likely to be more extended but not much intensi- fied use of the site as a result of the proposals, so I take theviewthatthe highway network can continue to sus- tain the traffic de- mands of the site. As I result I concur with the view of the
Kent Highway Authority which has no objection to the propos- als.” He granted planning permis-
to a greater frequency of use of one of the three pitches, by al- lowing play at times not presently possible, such as mid- week evenings. Even that would remain limited by the condition of the playing surface
sion on condition that the floodlighting shall not be used between May 1 and September 30 and only between 3pm and 9.30pm on Tuesdays, Wednes- days, Thursdays and Saturdays and not at all on any other day of the week.
80 new homes plan for Harrietsham
A FULL planning application has been submitted to build 80 new homes in Harrietsham. Crest Nicholson, which has been consulting with residents
over land borderingWest Street and Hook Lane for the past year, has formally proposed to provide 40% affordable housing on the 3.36-hectare site. Of the private housing, the proposal is for one two-bed house, 22 three-bed houses and 25 four bed-houses. The affordable housing is for three one-bed flats, five two-bed flats, two two-bed houses, 19 three-bed houses and four four-bed houses. The application includes an area of public open space, the pro- vision of a children ’s play area, associated landscaping and a new vehicular access fromWest Street, between the two current access points for the primary school. A planning statement on behalf of developer Crest Nicholson
says: “The scheme includes a network of public footpaths and cycleways to encourage walking and cycling within the devel- opment and between the development and the new areas of pub- lic open space. The development will also be linked to the existing settlement of Harrietsham via cycleways and footpaths toWest Street, Hook Lane and Ashford Road/A20. “The scheme provides an average overall parking provision of
two spaces per dwelling.” Maidstone Council will decide on the application.
