ministration stated that the site was no longer an option and proposed to elim- inate all funding in the 2009 budget, prompting inquiries from the Nuclear Regulatory Commission (NRC). Tis after the government spent more than $10 billion on the project. Olson said that there is a huge con- sensus in the scientific community
on the technical reason of why Yucca Mountain failed and those reasons are driving a renewed interest in the Crys- talline Granite Repository Program. Te idea behind the scientists’ think-
ing, said Olson, is “If we’re going to dig a hole and bury the waste it should be done in granite and that’s what Sandy Mush is. It was part of the granite re- pository program that was deferred. It was never canceled; it was deferred when the law was changed.” “On the very first day that this Blue

number of sites is the principal, and perhaps only, way to reduce substantially the likelihood of ma- jor delays or other complications at the crucial step of recommending the first site for a repository. Sig- nificant problems at this point could damage the credibility of the Federal waste management effort. Characterizing one more site than required by NWPA would provide insurance against the pos- sibility of extended delays (see above). Characteriz- ing four sites also gives greater confidence that at least two suitable ones will be available after char- acterization, allowing a backup to be submitted to NRC more quickly, as discussed below, and avoid- ing the delay of as much as 10 years that could oc- cur if characterization of backups were not started until the principal candidate had been rejected.

risk that proceeding now to site characterization would prematurely narrow the available options on the basis of relatively little information. For exam- ple, characterizing four sites for the first repository allows one site to be selected from each of the four
