Government’s controversial bid to encourage the creation of social enterprises by NHS staff. After a formal expression of interest, the Angel had to undergo a laborious and bureaucratic process to develop a full business case which could be submitted to health chiefs. As Scott says:”It’s ironic that in trying
to get away from the NHS bureaucracy, we had to go through an incredibly bureaucratic process!” But once the terms, conditions and pensions of former NHS staff were guaranteed, the Angel passed the bureaucratic test with fl ying colours.
“The Angel
has developed a strong business case and actively tested both their business and governance models,” says Dr Mike Burrows, NHS Salford’s Chief Executive. “The Centre has been at the heart of NHS Salford’s development of social enterprise in the health sector in the city, working particularly innovatively with NHS Salford employees and the local community in the public health fi eld.” Scott Darraugh says:” We will be cutting the apron strings from the PCT in April - and fl ying free. “We will be governed not by NHS managers, but by service users and staff – we are 66 per cent owned by the community and service users. “That makes us more accountable. If
we are not doing our job for them, they can get rid of us – they can’t do that with health managers.” The Angel, which serves 2,500 local
people, has now opened a creative media centre to help attract more affl uent apartment-dwellers to engage

with the local community and help boost skills and training. Any surplus it makes will be ploughed
back into the community to develop other services or resources. Scott says: “Salford NHS has been ahead of the game with social enterprise. They have been encouraging and nurtured us. “Salford has a strong entrepreneurial PCT which has taken risks - Mike Burrows as chief executive has been key. But there has also been a track record of local people in Salford standing up and doing things for themselves. “
